Primary Function of Organizational Unit
The Office of Budgets and Financial Planning oversees NCCU’s financial operations, ensuring strategic resource allocation, budget management, and fiscal compliance. The unit provides guidance on budgetary transactions, forecasts revenues and expenditures, and supports long-term financial planning. It manages an annual operating budget of $300 million across 150+ financial organizations.
Primary Purpose of Position
The Associate Budget Director will work collaboratively with the Director of Budget & Financial Planning to provide budgeting and accounting expertise in assessing the strategic deployment of resources and budgetary allocation transactions. this position will have significant responsibility for the development, implementation and monitoring of a sound fiscal plan in alignment with the university’s strategic objectives, and for continuous improvement of the processes and services within the Office of Budgets & Financial Planning to support and enhance the fiscal stability of the university.The Associate Budget Director will have authority to act on behalf of the Director of Budget & Financial Planning in their absence, and serves as the primary deputy for budgetary oversight for the University. This position must be committed to effective communication with administration, faculty, staff, and students and understand the varying perspectives of the University’s community members.
Required Knowledge, Skills, and Abilities
  • Ability to administer financial processes and systems. Demonstrated ability to prepare fiscal reports and analyses of financial statements and budget allocations.
  • Ability to interpret statutes, analyze, evaluate, and summarize financial and management records for accuracy and conformance to procedures, rules, and regulations.
  • Ability to identify problems and changing requirements regarding management needs, auditing, fiscal procedures, account structures or reports, and accounting systems.
  • Experience working with integrated financial software, financial implementation and conversion initiatives, knowledge of BANNER, PeopleAdmin, IBIS, CMCS and related technologies.
  • Highly accurate with financial data, adept at interpreting state fiscal regulations, and skilled in financial analysis. Proficient in preparing detailed accounting reports with strong knowledge of accounting and budgetary principles.
  • Skilled in resolving complex, unprecedented issues and serving as a key resource for guidance, providing strategic recommendations for management decision-making
  • Ability to establish and maintain effective working relationships.
  • Prior higher education and/or state/local government budget experience is preferred
Minimum Education/Experience
Master’s degree or higher from an accredited college or university in Accounting, Business Administration, Finance, Economics, Public Administration, or a closely related field, or Bachelor’s with equivalent experience.

Preferred Experience:
At least five years of progressive related experience, one of which must have been supervisory in nature.

Primary Responsibilities and Duties

Function Budget Management
Describe the specific tasks and responsibilities related to the function.
  • Anticipate and proactively pursue issues or problems, detecting and interpreting trends, associations, and cause-effect relationships to improve decisions.
  • Use effective approaches for choosing a course of action or developing appropriate solutions and/or reaching conclusions; take action consistent with available facts, constraints, and anticipated consequences.
  • Make independent decisions without supervisory input, by interpreting and incorporating state laws and regulations and University policies that impact programs/activities.
  • Review past decisions and pertinent historical submissions and work papers (as applicable to the situation). Study historical transactions and analyze predicted results of transactions to all databases.
  • Exercise good judgment by analyzing all pertinent and available information and developing alternatives when applicable.
  • Consider pros and cons; consider organization and management views; involve and inform the right people; consider the short- and long-term impact.
  • Make decisions that improve or resolve problems.
  • Be prepared to deal with any potential problems that might result from a decision.
  • Monitor and collect data to assess accuracy and integrity; analyze data; ensure compliance with applicable standards, rules, regulations and systems of internal control; interpret and evaluate results, prepare documentation; create financial reports and/or presentations.
  • Establish and/ or execute procedures/processes to collect and review information necessary to manage the operating and capital budgets and to oversee all personnel budgets.
  • Gather and analyze facts to identify critical issues or problems; identify causes and possible solutions and take appropriate corrective action.
  • Serve as NCCU’s primary point of contact with the Office of State Budget and Management.
  • Prepare responses to complex data requests and special reports by/for management, governing agencies, and legislative bodies. When appropriate, discuss the design of data requests with the requester.
  • Participate in State and/or campus policy development, conveying any implications to the management of operating and capital budgets.
Function Communication
Describe the specific tasks and responsibilities related to the function.
  • Communicate with the Chancellor, Vice Chancellors, Deans, Directors, and Department Chairpersons related to preparation, execution, and review of operational resources, including budget policies and procedures; and contact with all levels of staff in the Division of Administration and Finance.
  • External contact with the Office of State Budget and Management, NC State Auditor, the University of NC System, and the NC General Assembly Fiscal Research Division.
  • Convey concise, comprehensive, and accurate information on matters of a complex nature verbally and in written form.
  • Provide conclusions and recommendations that are based on extensive professional knowledge and judgment.
  • Select the most appropriate medium when conveying reinforcing messages and use effective and approachable styles to engage others and build credibility.
  • Present verbal and written information in a manner appropriate with the recipient’s experience, background, and expectations.
  • Provide rationale when delivering complex or challenging information.
Function Supervision/Leadership

  • Responsible for the organizational design and planning for the OBFP, coordinated and in conjunction with the Director’s design and plan for the office.
  • Responsible for delegation of duties, organizing and directing the workloads for the General Fund Personnel Budget and Auxiliary Budget units, both of which include professional and technical support staff.
  • Lead the selection process for supervised employees, including reviewing applications, conducting interviews, and consulting with the Director on top candidates for professional roles.
  • Set standards and perform performance appraisals on the employee(s) under their supervision. Provides training or identifies training opportunities for employee(s), as well as provides counseling and disciplining of employee(s).
  • Assign work; establish work rules and acceptable levels of quality and quantity of work. Establish expectations and clear direction to meet goals and objectives and provide technical supervision.
  • Observe and assess work; provide feedback. Design professional development plans for employees to gain necessary knowledge, skills, and abilities to successfully perform their duties.
  • Motivate and engage employees through effective communication. Administer and ensure compliance with human resources policies and procedures.
  • Document important tasks, processes, and data and reporting requirements.
Function Knowledge - Program/Technical

  • Possess technical, professional, and regulatory knowledge to resolve unique or
  • highly complex situations.
  • Possess thorough and extensive knowledge of programs, concepts, and practices within assigned division(s) as well as a general understanding of other departmental programs.
  • Recognize inherent problems and issues caused by ineffective and/or overlooked policies, procedures, rules, regulations, and laws.
  • Perform a large number of widely varying and functionally diverse assignments that require in-depth analysis and problem solving.
  • Develop work concepts, policies, and procedures using broad guidelines, methods, and procedures.
  • Serve as a subject matter and technical expert; guide, direct, coach, and counsel others regarding application and interpretation of complex issues (e.g., management, colleagues, staff).
  • Acquire, apply, and train others on key financial and administrative regulations governing NC public higher education, including General Statutes, UNC and NCCU policies, the State Budget Act, and State HR policies. Ensure compliance with UNC and state budgeting processes, fiscal year-end procedures, external reporting requirements, and system operations (OSBM, UNC General Administration, Banner Finance/HR, PeopleAdmin, and NCCU reporting tools).
  • Design and deliver budget documentation and classroom sessions for OFBP campus training programs.
Function Administrative
Describe the specific tasks and responsibilities related to the function.
  • Monitor work efforts daily as related to the timely payments of all University invoices and the processing of purchase orders. Paid to a consistent net 30 day pay status.
  • Coordinate work efforts between the accounts payable department and purchasing department.
  • Assist departments throughout the campus to process invoices and purchase orders on time.
  • Assess current processes, procedures, and systems within the Administration and Finance Division as related to their efficiency and effectiveness.
  • Make appropriate recommendations and actual changes based upon the principle of process improvement.
  • Assume other duties as assigned.
