Where You Will Work 

The Deployment and Identity Services Center is responsible for the NRO portfolio on all matters concerning the assessment, development and coordination of Identity Management support to NRO personnel, facilities, and operations.  Primarily responsible for leading a team of Identity Management professionals who develop plans and policy documents regarding DoD Identity Management on behalf of the NRO.  Work directly with the executive leadership of DoD Components, and Federal Departments and Agencies on all matters concerning Identity Management activities. Liaise with counterparts in other NRO Directorates, Defense Agencies, services, national agencies, and Intelligence Community elements on a wide range of Identity Management policies, oversight, assessments, plan development and coordination. Participates in working groups within the NRO, DoD, and the IC. Serve as primary interface to assist NRO Directorates/Offices/Programs with development and implementation of Identity Management plans and all associated support activities.

What You Will Be Doing 
 
  • Serve as the Deputy Chief to the Senior Identity Management official for the NRO portfolio on all matters concerning the assessment, development, and coordination of Identity Management support to protect NRO personnel, facilities, and operations.  Directly supervise a team of three DoD officers and contractor personnel. Support the DISC Chief in leading a multiagency team of officers with diverse skill sets in developing, executing and managing NRO’s Identity Management program. Primarily responsible for authoring and staffing Identity Management plans, training, and policy documents on behalf of the NRO.
 
  • Coordinate directly with executive leadership of DoD components, and Federal Departments and Agencies on all matters concerning Identity Management activities for the NRO.
 
  • Collaborate with community stakeholders on a wide range of substantive Identity Management areas including due diligence and risk assessments, strategy, policy, development, coordination, and common training standards.
 
  • Develop authority statements, policies, and recommendations for sensitive support activities that require the approval of the Director, NRO (DNRO) and develops guidance on behalf of the DNRO that will protect NRO personnel, facilities, and operations.
 
  • Assess NRO Directorate/Office/Program requests for Identity Management support.  Works closely with the Office of Security and Counterintelligence to conduct assessments and make determinations on the need for formal Identity Management plans.

What You Need 
 
  • Demonstrated ability to lead a diverse team comprised of government civilian personnel and contractors in a complex mission environment.
  • Knowledge of policy, regulations, and procedures in the areas of Identity Management and Sensitive Support involving DoD civilians, U.S. Military, contractors, and NDFDA officers
 
  • Knowledge and skill in developing and writing complex support plans that involve significant coordination among multiple DoD components and IC agencies
 
  • Demonstrated written and oral communication skills, including ability to communicate complex issues effectively with people at all levels of leadership and ability to give effective oral presentations at levels appropriate to different target audiences.
 
  • Demonstrated interpersonal, organizational, and management skills to conceptualize and effectively lead complex analytic projects with limited supervision
 
  • Ability to work independently within a structured team in a highly dynamic environment
 
  • Critical thinking, self-initiation and complex problem-solving skills

Desired Qualifications
 
  • Relevant training and/or certifications through the Joint Counterintelligence Training Activity (JCITA)
  • Knowledge of DoD and Intelligence Community (IC) organizations, missions, policies, and processes
Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills, and abilities necessary to successfully perform and is typically in or directly related to the duties of the position as described above.

  • Overtime Statement:  MAY be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays.

2024 salary range for the Washington, DC area:

GG-14: $139,395 - $181,216
GG-13: $117,962 - $153,354


**This position is a Full Performance/Senior Level DCIPS position. Hiring Incentives

Trial Period

All new DCIPS employees will be required to serve a 2-year trial period.
