Classification Description Summary

Under administrative direction, assists in the administration and supervision of the Fire Department; directs, manages, supervises, and coordinates assigned services and operations including administration, fire suppression, prevention, and emergency medical response services and activities; coordinates assigned activities with other departments and outside agencies; and provides highly responsible and complex administrative support to the Fire Chief. The incumbent in this position is involved in the decisions of management affecting collective bargaining.

Essential Functions

The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.

Assist the Fire Chief in planning, directing, coordinating, and controlling Fire Department operations including administration, fire suppression, prevention, and emergency medical response services and activities; assume management responsibility for assigned services and activities within the Fire Department.

Manage and participate in the development and implementation of goals, objectives, policies, and priorities for assigned programs; recommend and administer policies and procedures.

Monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures; recommend, within departmental policy, appropriate service and staffing levels.

Plan, direct, coordinate, and review the work plan for assigned staff; assign work activities, projects, and programs; review and evaluate work products, methods, and procedures; meet with staff to identify and resolve problems.

Select, train, motivate, and evaluate assigned personnel; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline and termination procedures.

Oversee and participate in the development and administration of the department's annual budget; participate in the forecast of funds needed for staffing, equipment, materials and supplies; monitor and approve expenditures; implement adjustments.

Respond, direct, coordinate, and engage in fire suppression activities as necessary on third and greater alarm level emergencies.

Coordinate the Fire Department's preventive maintenance program and repair orders of fire apparatus and equipment.

Ensure and coordinate the Fire Department's communication and automation needs with appropriate City divisions and/or departments.

Serve as the liaison for the assigned functions with other divisions, departments, and outside agencies; negotiate and resolve sensitive and controversial issues.

Serve as staff on a variety of boards, commissions, and committees; prepare and present staff reports and other necessary correspondence.

Provide responsible staff assistance to the Fire Chief; conduct a variety of organizational studies, investigations, and operational studies; recommend modifications to assigned programs, policies, and procedures as appropriate.

Attend and participate in professional group meetings; maintain awareness of new trends and developments in the field of fire science; incorporate new developments as appropriate.

Respond to and resolve difficult and sensitive citizen inquiries and complaints.

Serve as acting Fire Chief as assigned; act on behalf of the Fire Chief in the absence of same.

Perform related duties as required.

Minimum Qualifications

The following generally describes the knowledge and ability required to enter the job and/or be learned within a short period of time in order to successfully perform the assigned duties.

Operations, services and activities of a municipal fire department including fire suppression, fire prevention, emergency medical services, disaster preparedness, hazardous materials response, and associated programs, services, and operations.
Principles and practices of program development and administration.
Fire science theory, principles, and practices and their application to a wide variety of emergency service operations including fire suppression, fire prevention, and fire investigation.
Principles and practices of disaster preparedness, response, and recovery.
Advanced methods and techniques of emergency medical response.
Operational characteristics of fire apparatus and equipment.
Hazardous materials and chemical spill response techniques.
Mechanical, chemical, and related characteristics of a wide variety of flammable and explosive materials and objects.
Principles of combustion and cause of fire.
Principles of building construction and fire protection systems.

Principles and practices of supervision, training, and performance evaluation.
Current safety practices as they relate to equipment and procedures involved in the fire service.
Principles and practices of municipal budget preparation and administration.

Ability to:
Participate in the management of a comprehensive municipal fire program including fire suppression, fire prevention, emergency medical services, disaster preparedness, hazardous materials response, and associated programs, services, and operations.
Effectively plan, direct, supervise, and coordinate the work of assigned Fire Department personnel.

Research, analyze, and evaluate new service delivery methods and techniques.
Prepare clear and concise administrative and financial reports.
Prepare and administer large and complex budgets.
Interpret, apply, and make decisions in accordance with applicable federal, state, and local policies, laws, and regulations.
Retain presence of mind and act quickly and calmly in emergency situations.
Effectively use specialized fire suppression tools and equipment including safety equipment.
Meet the physical requirements necessary to safely and effectively perform the assigned duties.
Operate modern office equipment and computers including applicable software applications.
Effectively present information and respond to questions from groups of managers, clients, customers, and the general public.
Work in a team based environment to achieve common goals.
Coordinate multiple projects and complex tasks simultaneously.
Meet the physical requirements to safely and effectively perform the assigned duties.

Education and Experience Guidelines - Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Education/Training:
A Bachelor's degree from an accredited college or university with major course work in fire science, public administration, or a related field.

Experience:
Eight years of increasingly responsible fire service experience including two years of administrative and supervisory responsibility.

License or Certificate:
Possession of an appropriate, valid driver's license.

PHYSICAL DEMANDS AND WORKING ENVIRONMENT

Environment: Work is performed primarily in a standard office setting with some travel to various locations to attend meetings or respond to emergency scenes, disasters, or critical incidents; the employee occasionally works near moving mechanical parts; occasionally exposed to outside weather conditions and wet and/or humid conditions; occasionally works in high, precarious places; occasionally exposed to fumes or airborne particles, toxic or caustic chemicals, extreme cold, extreme heat, risk of electrical shock, risk of radiation, and vibration; the noise level in the work environment is usually moderate; however, the noise level is occasionally very loud due to sirens, etc; wear protective apparel including goggles, face protector, aprons, safety shoes, and self contained breathing apparatus; incumbents may be required to work extended hours including evenings and weekends and may be required to travel outside City boundaries to attend meetings.

Physical: Primary functions require sufficient physical ability and mobility to work in an office setting; to walk, stand, or sit for prolonged periods of time; to occasionally stoop, bend, kneel, crouch, reach, and twist; to occasionally climb and balance; to lift, carry, push, and/or pull light to moderate amounts of weight; to verbally communicate to exchange information; to operate office equipment requiring repetitive hand movement and fine coordination including use of a computer keyboard; and ability to operate and use specialized vehicles and equipment.
