Job Description

Position Summary
The Social Services Director is responsible for overseeing and managing the Metlakatla Indian Community’s Social Services Program. The Social Services program operates in compliance with the Indian Child Welfare Act (ICWA) and provides leadership, direction, and overall supervision to our social services team while ensuring delivery of culturally sensitive and effective case management services to the Tribal Members of the Metlakatla Indian Community.
Role & Responsibilities
The Mission of the MIC Social Services Program is to enhance the overall wellbeing and quality of life for individuals and families of the Metlakatla Indian Community by providing a wide range of supportive services and resources. This includes addressing social, economic, and health related challenges that may hinder individuals’ ability to thrive. The core objectives of MIC Social Services Include:

Core Objectives

Promoting Social Justice & Equality by addressing systemic inequalities and promote fairness and justice in access to resources and opportunities.
Protecting the Vulnerable by safeguarding the rights and wellbeing of individuals, including children, elderly, and disabled persons, and those experiencing homelessness or domestic violence.
Strengthening Families and our Community by providing support to enhance resilience, promote healthy relationships, and prevent social isolation.
Empowering individuals by providing them with the tools, skills, and resources they need to overcome challenges, achieve self-sufficiency, and lead fulfilling lives.
Preventing & Addressing Social Problems by preventing problems such as poverty, substance abuse, mental illness, and crime, and in intervening when these issues arise to minimize their impact.
Advocacy & Social Change through systemic reform to address root cause of social problems and create a more just and equitable society.

Leadership & Management

Provide strategic leadership for the MIC Social Services Program.
- Ensure compliance with local law & procedures to ensure an effective case management structure.
- Implement intake, reporting, and investigation processes to ensure the safety of our members and child members.
Staff Management: recruit, hire, train and supervise the social services team. Provide mentorship and professional development opportunities to enhance team performance and morale.
Budget Management: Oversee the department’s operating budget and allocate resources effectively to ensure fiscal responsibility in all operations by managing expenses, identifying cost saving opportunities, and seeking additional funding resources.
Establish and maintain effective communication with local departments involved in the reporting structure of MIC including but not limited to: Metlakatla Police Department, the ICWA Case Manager, Wil la mootk Counseling Center, and the Annette Island Service Unit.

Compliance with ICWA

Ensure compliance with all provisions of the Indian Child Welfare Act (ICWA) and other relevant federal, and Tribal Laws and regulations.
Develop & implement policies & procedures that reflect the principles and requirements of ICWA.
Serve as a resource on ICWA related matters for staff, tribal leadership, and external stakeholders.

Case Management

Oversee the provisions of comprehensive case management services to tribal community members, including intake, assessment, service planning and monitoring.
Ensure that case management practices are culturally appropriate, trauma informed, and client centered.
Conduct regular case reviews and provide guidance and support to staff in addressing complex cases.
Crisis management: respond to crisis or emergencies involving clients or staffing members, providing support and guidance, and appropriate interventions to ensure safety and wellbeing.

Community Engagement & Collaboration

Build and maintain strong relationships with tribal members, families, and community partners.
Collaborate with other tribal departments, agencies, and external organizations to coordinate services and resources for tribal families.
Represent the MIC Social Services Program in tribal meetings, conferences, and other forums as needed.

Program Development & Evaluation

Identify opportunities for program improvement and innovation based on community needs and emerging trends.
Develop and implement outcome measures and evaluation tools to assess the effectiveness of program services and interventions.
Make recommendations for programmatic changes and enhancements based on evaluation and findings and best practices.
Research grant funding and alternative funding opportunities to improve the program.

Qualifications

Bachelors or Masters Degree in social work, psychology, counseling, or related field.
At least 4 years of experience in social services, with demonstrated understanding of child welfare and family systems.
Thorough knowledge of the Indian Child Welfare Act and its application in tribal settings.
Previous experience in supervising and leading a team.
Strong interpersonal skills and the ability to communicate effectively with a diverse group of individuals.
Excellent organizational skills and attention to detail.
Ability to maintain confidentiality and handle sensitive information with discretion.
Valid Drivers license and willingness to travel as needed.

Additional Information

Must be able to lift 50+ lbs.
Must be able to pass a pre-employment drug screening.
