THE ROLE:
This position provides direction and leadership for all aspects of PacMed clinical operations and has primary accountability and responsibility for the practice of ambulatory nursing and nursing support roles (inclusive of Medical Assistants and other clinical care support roles) to measure, analyze, and improve the quality of nursing care, treatment, services and the evaluation and implementation of clinical programs and services. With a constant focus on patient-centeredness, staff and patient safety, this position will create and maintain programs, policies, procedures, and processes for care delivery consistent with organizational standards and processes.
The Director is responsible for developing a system of patient care that is aligned with the quadruple aim (excellent patient experience, strong health care outcomes, cost effective care delivery and caregiver experience), accountable care risk contract requirements, supporting the culture of Pacific Medical Centers (including a significant emphasis on patient experience and provider/employee engagement), and implementing services aligned with the principles of a High Reliability system. Directly reporting to the COO for Pacific Medical Centers, the leader works closely with the Senior Leadership Team, Medical Directors/ and Site Leadership to aligning resources, ensuring training and direction, and measuring outcomes of safe care delivery, as delivered by caregivers in nursing or medical assistant roles. This role will also provides leadership in operations, financial planning, and business activities. This includes strategically ensuring a balance of optimal and efficient patient care; staff, patient, and physician satisfaction; and cooperative partnerships with other organizational departments and professional groups to assure standardized approaches and alignment with organizational and regulatory goals and compliance. This role will constructively manage change and promote a team-based approach with focus on Pacific Medical Centers' Mission, Vision and Values.
The Director of Operations will also lead community efforts to drive utilization management, population health tactic implementation, and regularly represent Pacific Medical Centers with various stakeholders.
ESSENTIAL FUNCTIONS:
Leads the development of a Nursing Strategic Plan with specific goals and objectives. Ensures standard of performance are developed and implemented, performance evaluated, and appropriate personnel actions are taken in coordination with HR Partners. Serves as a coach and mentor to direct reports and to nurse leaders throughout the organization.
Patient Safety Coordination: Regularly track and monitor patient safety publication, list serves and web based materials. Help to identify and anticipate future patient safety initiatives. Take a lead role in coordinating patient safety initiatives across provider and staff teams consistent with the goals and priorities established by Providence Health & Services and specifically Pacific Medical Centers
Oversees development of incident, events, and near miss case review in conjunction with the Chief Medical Officer, medical directors and clinic managers. This includes daily response to high harm scores, systematic review and reporting of trends, and recommending strategies for improvement.
Develops and is responsible for the PMC program for meeting Risk contract standards regarding care management, Utilization Management, delegation status and NCQA standards for medical review.
Works closely with Quality Analyst to monitor and develop LOS targets and analyze actual performance data against them; share responsibility with manager for specified month-end inpatient utilization reports; collaborates in development of formats for standard and specialized reports; assists with collection and analysis of outpatient utilization data.
Participates in Contracting utilization and provider meetings. Assists with the monitoring, managing an ongoing evaluation of contract compliance; assists with education of outside contracted providers; recommends new opportunities for outside vendors as alternative to hospital based care.
Educates clinic, clinical training, and provider staff on outpatient case management alternatives and procedures; advises in the management of the consulting nurse program around issues of managed care; collaborates with Quality Assurance Department on issues overlapping managed care and risk contracts. Participates as a member on project team and committees related to Medical Home, utilization management and process improvement projects.
Leads the overall design and delivery of nursing practice as defined to meet targets and objectives of PacMed. This includes the overall definition and operational delivery of nursing care as part of care provision.
In dyad partnership with COO, leads efforts aimed at patient experience and caregiver engagement improvement.
Develops a management team that can plan, implement, evaluate and monitor change in a positive manner involving staff participation and input as appropriate.
Develops, implements and standardizes clinical workflows to meet or exceed quality targets.
Leads and is responsible for building a strategic workforce plan that will focus on building a talent pipeline, attract and retain Medical Assistants for our clinics. This role is significant in defining the scope, effectiveness, retention, ongoing education, and contribution of the MA role.
Ensures clinical policies are current, approved by the medical leadership, implemented, and monitored for clinical quality outcomes.
Leads collaborative efforts in working with inpatient and outpatient shared patient safety functions as related to nursing and nursing functions.
Chairs local Nursing Council Committees and other committees as assigned. Represents Pacific Medical Centers on the System CNO Council.
Provides education and training opportunities for nurses and medical assistants in partnership and conjunction with our Clinical Nurse Education team.
Assists managers and directors in specific operational issues related to quality and safety.
Maintains confidentiality of records or medical center information at all times.
Performs other duties as assigned.
QUALIFICATIONS:
Bachelor's degree in nursing or related field required
Master's degree in nursing or related field required
Upon hire: License in state of hire, and wherever care is delivered (Vendor Managed)
Upon hire: National certification from a professional organization in relevant field of clinical expertise (preferred)
5 years of supervisory/management experience (or equivalent work experience with progressive leadership
Experienced health care executive with proven track record in clinical operations and clinical program development with a major institution or market leader
Financial, business development, marketing, analytical, team building and collaborative working skills are essential
Knowledge and skills in hospital outpatient and physician practice operations are desired.
