OVERVIEW
Responsible for technology, business and segment solutions, operations and relationships. Maintains leadership for a group of the Bank's tools, applications, integrations, and processes. Provides leadership and direction to IT department, internal customers and indirectly across the organization.
ESSENTIAL FUNCTIONS
Collaborates with the Directors of Information Technology, Infrastructure, CIO and other Bank management on the departments and bank's strategic vision, goals and priorities. Provides input related to the development, monitoring, and implementation of the Bank's overall strategic plan.
Analyzes, determines feasibility, recommends, plans, and manages the selection and implementation of tools and technologies required to deliver solutions for the Bank.
Works with key stakeholders, executive management, and other businesses to identify opportunities to solve business problems with technology and improve efficiencies and productivity.
Influences via critical thinking across leadership to enable broad value driven strategy creation and execution, not limited to technology.
Establishes appropriate procedures, processes, methods, and communications for leading and managing work in the department and across functional areas where applicable.
Integrates, maintains and updates effective Internal Controls into all applicable work processes.
Leads, manages and cultivates department personnel and vendors responsible for providing application solutions. This includes authority to hire, transfer, terminate, promote, assign, and discipline employees. Prioritizes the workload of individuals within the areas. Ensures a high level of customer service and support is provided to appropriate functional areas in the Bank.
Ensures proper training initiatives are in place for personnel. Provides follow-up to ensure expectations and standards are met.
Manages, applicable vendor relationships, including negotiation and ensures strong communication is maintained and managed in accordance with service level agreements.
Leads cross technology strategy aligned functions to increase overall technology effectiveness for the enterprise.
Establishes technology breadth of expertise and presence that is sought throughout the technology and business organization.
Responsible for maintaining proper documentation of procedures and activities that may be required by regulatory agencies.
Keeps informed of new technology, developments and ideas that affect the Bank's current and future information, application system and corporate reporting needs for applicability.
Develops, monitors, and exercises budgetary oversight over responsible functions. Assists with formulating and adhering to the IT Budget.
Assists in the preparation and carries out IT related Internal Audit, FDIC and other independent third-party IT examinations in the respective area.
Maintains technical and business unit relationship, building partnerships to ensure projects are delivered according to best practices and IT guidelines for security, risk and compliance.
Oversees and/or assist with special projects or duties as assigned.
Performs compliance and risk management duties are required or assigned.
Regular, reliable attendance is required.
KNOWLEDGE/SKILLS/EXPERIENCE REQUIRED
Bachelor's degree in MIS, Computer Science or similar field required and 12-15 years relevant experience.
Broad Financial Services and FinTech experience of at least 8 years.
Progressively responsible IT experience, including demonstrated proficiency with organizational technology issues and solutions; ability to provide effective technological solutions in a dynamic environment.
10+ years supervisory experience preferred.
Excellent interpersonal skills; ability to collaborate with and work effectively with diverse groups of people, managing conflict and negotiating for results when needed.
Exhibit the ability to interact with high-level Executive Managers and lead large group discussions dealing with technology solutions and matters dealing with the application of software to solve business problems.
Demonstrated management-level proficiency with various applications and tools, including spreadsheets, word processing, database, email, networking, development tools/languages, Internet applications and collaboration tools such as SharePoint and OneNote.
Extensive knowledge of financial banking and general platform applications.
Extensive knowledge and understanding of various project management methodologies.
Strong communication skills, including ability to communicate and collaborate effectively with technical and non-technical people.
Exhibit excellent verbal communications, leadership and team building skills.
Exhibit excellent writing skills and ability to document business unit requirements, processes, and procedures, including updates or modifications.
Ability to work additional hours as required by operational and production work loads.
Exhibit the ability to perform cost/benefit financial analysis.
Perform compliance and risk management duties as required or assigned

Compensation: $121,367 - $182,050
The compensation range represents the low and high end of the base compensation range for this position located in Spokane, Washington. Actual compensation will vary and may be above or below the range based on various factors including but not limited to location, experience, and performance. This position is eligible to participate in an applicable annual incentive plan.
