The City of Walla Walla offers a comprehensive benefits package including medical, vision, and dental health insurance. NATURE OF POSITION:
Perform skilled technical work in the maintenance, repair, operation and inspection of traffic markings, signs, signals, illumination and control systems and equipment. Maintain and repair overhead and underground communications systems; install and maintain conduits, wiring, concrete foundations for signal/light poles and signal cabinet pedestals. Train and provide direction to assigned staff. Coordinate with engineering staff to ensure compliance and operation within federal, state, and city standards.
REQUIRED MINIMUM QUALIFICATIONS:
High school diploma, or GED equivalent and two years journey-level experience in the installation, maintenance and calibration of electronic control or measuring devices and electronics. Possess current State Class B Commercial Driver’s License (CDL) with air brake and tanker endorsements.
Must have the following certifications within 18 months:
• IMSA Work Zone Temporary Traffic Control
• IMSA Signs and Markings Level I
• IMSA Traffic Signal I
• Valid flagging card and first aid or CPR
Must have the following certifications within 30 months:
• Roadway Lighting Technician Level I
• IMSA Signs Technician Level II
• IMSA Pavement Markings Technician Level II
• Traffic Signal Field Technician Level II
DESIRED QUALIFICATIONS:
Bilingual in Spanish.

SUPERVISION RECEIVED:
General direction and oversight are provided by the Street Supervisor and Traffic Technician Lead. Additional technical oversight is provided by the City’s Traffic Engineer.
ESSENTIAL DUTIES AND RESPONSIBILITIES:

- Assist with the installation, maintenance, and repair of new and existing traffic signal equipment, including controllers and associated wiring.
- Assist with the installation and maintenance of underground conduits, wires, handholds, and controls for signals and streetlights.
- Assist with the installation and maintenance of overhead signs, communications wires, and systems.
- Troubleshoot and repair failed components and emergency vehicle preemption systems.
- Install, maintain, and repair traffic control and informational signs and symbols.
- Operate a street painting machine to apply street markings and apply traffic control symbols according to Federal and State regulations; clean and maintain painting equipment in proper operating condition.
- Establish traffic control for work zones according to City, State, and federal laws and guidelines.
- Coordinate the exchange of painting duties with County paint crew.
- Assist in programming electronic controllers, microprocessors and modify and upgrade control cabinets, repair electrical and mechanical controllers.
- Maintain and repair shop electronic test equipment and failed components; perform bench repair of electronic and mechanical controllers; maintain traffic counters.
- Interpret engineering drawings, specifications, blueprints, sketches, and other instructions.
- Prepare and maintain work orders, City-owned streetlight records and files on signal intersections.
- Assist with traffic counts, travel time and delay studies, gap studies and traffic signal warrant studies.
- Assist with the inspection of new street illumination and traffic control markings, signs, and signals on capital improvement projects.
- Perform underground locates for traffic signal, illumination, and fiber optic systems.
- Assist with preparation of the traffic control budget and project planning.
- Assist with other Street Division duties as assigned (e.g. leaf pick-up, snow/ice control, etc.).

TOOLS AND EQUIPMENT USED:
Aerial man lift; conflict monitor tester; traffic marking equipment; hand and power tools (both gas and electric); specialized equipment used in street maintenance activities including loaders, backhoe, motor grader, spray equipment, street painting machines, bucket truck, dump truck, and jack hammer.
PHYSICAL DEMANDS:
Standing for extended periods of time; bending at the waist; reaching overhead, above the shoulders and horizontally; walking over uneven terrain; balancing in high or narrow places; seeing, hearing, and speaking to exchange information; climbing in and out of equipment; dexterity of hands and fingers to operate equipment; kneeling, crouching, climbing ladders and working at considerable heights in all types of weather and near potentially lethal voltages; heavy physical labor; lifting, carrying, pushing and pulling heavy objects.
WORK ENVIRONMENT:
Outdoor work environment; seasonal heat and cold or adverse weather conditions; noise from equipment operation; driving a vehicle to conduct work; working in cramped spaces; working around and with machinery having moving parts; regular exposure to high voltage power, and fumes from paints and solvents,dust, odors, dirt, oil/grease, gases and chemicals; occasional underground/trench work; confined space entry; working at heights; exposure to traffic hazards; subject to emergency call-out.
