Classification Description Summary

Under general direction, supervises, assigns, reviews, and participates in the work of staff responsible for supervising the operations of senior recreation programs; recommends and assists in the development and implementation of projects and programs to address needs and inadequacies in service delivery systems and programs for senior citizens; serves as the liaison for senior citizens and senior providers; ensures work quality and adherence to established policies and procedures; performs a variety of public outreach functions in support of senior services; and performs the more technical and complex tasks relative to assigned area of responsibility.

Essential Functions

The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.

Plan, prioritize, assign, supervise, review, and participate in the work of staff responsible for supervising the operations of senior recreation and outreach programs.

Establish schedules and methods for providing senior services; identify resource needs; review needs with appropriate management staff; allocate resources accordingly.

Participate in the development of goals and objectives as well as policies and procedures; make recommendations for changes and improvements to existing standards, policies, and procedures; participate in the implementation of approved policies and procedures; monitor work activities to ensure compliance with established policies and procedures.

Participate in the selection of assigned recreation staff; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline procedures.

Participate in the preparation and administration of the assigned recreation and outreach program budget; submit budget recommendations; monitor expenditures.

Receive and respond to inquiries, provide information and communicate resources to seniors; answer requests and complaints from senior citizens; research background and identify options for resolution; coordinate resolution procedures with appropriate City staff; follow up to ensure timely resolution of issues.

Facilitate meetings between senior citizens and businesses, industry representatives, City staff, and other government agencies to resolve disputes, develop projects and programs based on consensus, and recommend policy changes to the department manager; perform required research and data analysis.

Create and update a database of citizen inquiries and complaints; prepare monthly status reports evaluate statistics to determine trends in service provisions; recommend policy and programmatic changes to address recurring problems or inadequacies in service delivery.

Conduct on-site visits to gather data and validate or refute initial information received from citizen inquiries or complaints; share data with other City staff; use data as a basis for developing options for resolution of issues.

Oversee fund-raising efforts and grant preparation for senior programs; monitor grant funded programs to ensure compliance with established requirements.

Recommend establishment of user fees and project section revenue; implement all revenue generating functions.

Promote and coordinate specific activities within the senior services program; coordinate special events, activities, and programs and collaborate with other staff to develop interagency coordinated programs.

Oversee and participate in the pursuit of alternative funding sources to support section programs such as grants, public and private partnerships, donations, and the use of volunteers.

Maintain records concerning operations and programs; prepare reports on operations and activities; participate in conducting a variety of organizational and operational studies and investigations; recommend modifications to program activities, facility operations, and policies and procedures as necessary.

Attend and participate in professional group meetings; maintain awareness of new trends and developments in the field of senior services; incorporate new developments as appropriate into programs.

Serve as liaison for the senior services section with other departments, divisions, and outside agencies; represent the City to the public and outside agencies; explain, justify and defend City senior programs, policies and activities; negotiate and resolve sensitive and controversial issues.

Perform related duties as required.

Minimum Qualifications

Elicit community and organizational support for assigned programs.
Plan and organize work to meet changing priorities and deadlines.
Effectively represent the City to outside individuals and agencies to accomplish the goals and objectives of the unit.
Work cooperatively with other departments, City officials, and outside agencies.
Respond tactfully, clearly, concisely, and appropriately to inquiries from the public, City staff, or other agencies on sensitive issues in area of responsibility.
Work in a team based environment to achieve common goals.
Coordinate multiple projects and complex tasks simultaneously.
Meet the physical requirements to safely and effectively perform the assigned duties.

Education and Experience Guidelines - Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Education/Training:
A Bachelor's degree from an accredited college or university with major course work in social welfare, geriatrics, education, communications, public administration, or a related field.

Experience:
Four years of increasingly responsible experience in developing, implementing and administering senior programs including one year of administrative and/or lead supervisory experience.

License or Certificate:
Possession of an appropriate, valid driver's license.
