The current vacancy is in the Social Services Department.  The eligibility list created by this vacancy may be used to hire other vacancies in the department.

To provide direction and oversight by leading a facility that meets the needs of people served in our programs. To direct, and administer the Lake Owasso Residence by assigning responsibility, directing resources, and establishing missions and outcomes; to establish policies and procedures which comply with state and federal regulations and current practice standards in coordination with county directives and resolutions; to prepare and monitor the Lake Owasso Residence's annual budget; to manage and supervise nursing services, food services, social services, resident activities and development services, plant operation and maintenance, laundry and housekeeping services; and to perform related duties as assigned.

Flexible Workplace
This position is identified under the designation of ‘flex work eligible’, meaning that the employee can formally opt to be in-office full-time or work a flex schedule in which at least two-days per week are performed in office and other days can be performed in a remote-first environment.   4. Develop and administer the annual budget for the Lake Owasso Residence to ensure that expenditures are consistent with county board guidelines and Minnesota Department of Human Services regulations and maximize non-county revenues.
  5. Direct and manage the provision of all services to residents by developing internal policies and practices that ensure humane and individualized medical and residential, and development services.
  6. Develop programs and an annual plan. Regularly evaluate progress toward outcomes and performance goals.
  7. Supervise management staff and allocates staff and other resources to the various service divisions to assure adequate coverage, quality services and compliance with state and federal law, rules and regulations governing residential facility licensure and certification.
  8. Consult with other medical and social service professionals, other residential treatment providers, other county, state and federal representatives, and special interest groups to analyze systemic problems, to identify changing trends and to influence change.
  9. Approve and direct program mission.
  10. Meet with union representatives, employees, and personnel, and immediate supervisory staff to settle or represent collective bargaining issues.
  11. Represent Lake Owasso Residence before county board, community groups, civic organizations, and consumer groups.
  12. Investigate complaints against facility and/or staff.

Minimum Qualifications

Education:  Bachelor's degree in Health Care Administration, Business Administration, a behavioral science or closely related field.

Experience:  Seven years of professional supervisory experience serving people with physical, mental and intellectual disabilities.

An employee in an unclassified position shall not have tenure but shall be entitled to all benefits associated with tenure such as vacation leave, sick leave, health insurance, and other benefits as determined by the county board."
