Job Summary

To efficiently and expeditiously administer the operations of the finance department. This includes the accounting operations of the individual schools, the central office accounts payable department, and/or the central office payroll department in accordance with governing laws, policies, and procedures of the State of West Virginia, the West Virginia Department of Education, and Lincoln County Schools. QUALIFICATIONS: Bachelor’s degree with major in business-related field (accounting, business management, human resources, etc.); CPA or MBA Ability to communicate effectively with diverse individuals and groups within the organization and in the business community Strong organizational skills, problem-solving skills, and attention to detail Ability to interpret and relate financial documents Experience in data processing, with proficiency in Microsoft Word, Excel, and Outlook Experience in school board accounting preferred Experience with benefit and insurance administration preferred At least 2 years of general business-related experience processing complex financial transactions, ensuring compliance with all federal, legal, and other contractual requirements, and preparing monthly, quarterly, and/or annual financial reporting. Knowledge of WVEIS and WVDEGPS preferred. Ability to use a Chart of Accounts and properly code all budget line items. SELECTION PROCESS: Application Resume Interview PERFORMANCE RESPONSIBILITIES: Assist the Treasurer/Chief School Business Official with all financial accounting functions of the Board including, but not limited to: grants management, employee benefits, and retirement, payroll processing, purchasing, quarterly reporting, accounts payable, accounts receivable, certification, special projects as assigned, and individual school accounting Maintain all relevant data in WVEIS Financial Management System and department project balances. Monitors and reconciles federal and state program applications for federal and state-sponsored grants to provide funding for District initiatives, programs, and projects (including but not limited to Title I, Title II, Title III, Title IV, McKinney-Vento, ESSERF) Ensuring program compliance with all applicable federal and state policies, procedures, laws, and regulations. Establishes and manages Federal funding budgets. Coordinates the centralized accounting and financial reporting, including preparing annual and project budgets, forecasting revenues, estimating any carry-over funds. Prepares purchase orders, reconciles budgets, amend financial reports and reports to ensure program compliance Compiles data and prepares various statistical, administrative, and professional reports as required by District, WVDE, USDOE, and other agencies. Monitors grant applications and reports, budget documents, meeting agendas, program evaluations, and other correspondence. Coordinates with district personnel at all levels to support proper and timely expenditure of grant funds in compliance with applicable guidelines and budget timelines. Attends professional development to ensure programs are up to date with Office of Management and Budget (OMB) circulars, if applicable. Informs District personnel of all policy and procedures concerning federal grants and funds. Maintains grant fiscal records and database. Assist in budget Assist in preparing annual financial Cross-train on other job assignments and assist others in the Treasurer’s Assist in developing improved financial accounting procedures for various programs Demonstrate leadership and support in areas of assigned responsibility Maintain professional work habits Maintain and upgrade professional skills Apply for and maintain all licenses required by the WVDE Perform other duties as assigned by the Treasurer/Chief School Business Official
