Overview:
ACS Professional Staffing is looking for an employee to work on-site with our client. The Business Systems Analyst 3 will provide high-level expertise in analyzing complex data, user needs, and system capabilities by improving existing systems, recommending software solutions, and supporting a specific team within the organization. The primary focus of this role will be on a key initiative aimed at providing valuable analysis and methodologies to optimize workflow and achieve team goals. This full-time position is located in Vancouver, WA.
Pay range: $47.23 - $67.47

Responsibilities:
Work with Portfolio Managers to develop and implement the System Life Cycle (SLC) IT Asset Strategy and Business Strategy domain:
Validate and facilitate business readiness assessment.
Conduct business transformation planning.
Maintain alignment with asset strategy, asset plans, the WPDO Work Plan, and Integrated Program Review (IPR) process.
Assist with the annual Mission Critical Prioritization Steering Committee (MCPSC) prioritization process of the annual work plan:
In coordination with the WPDO Lead, help to develop process improvements that help inform better decision-making by the MCPSC.
Process improvement areas include maturing business readiness assessments and development of various tools to support the prioritization process.
Provide administration support and serve as the analyst for the WPDO requirements management tool (i.e., Contour):
Gather and document requirements and maintain a backlog of customer requests.
Coordinate and develop standard templates for each portfolio.
Create, develop, recommend, and publish job aids and training materials, and provide training as requested.
Provide administrative support and serve as the lead analyst for the WPDO requirements quality assurance tool (i.e., Team Foundation Server).
Provide guidance to other analysts in analysis, planning, and execution of initiative proposals and projects.
Assist with Change Management activities with the WPDO:
Prepare and recommend change management plans that minimize employee resistance, maximize employee engagement, and empower senior management as change sponsors.
Focus on the people side of changes introduced by the business technology project - including changes to business processes, systems and technology, job roles and skills, and organization structures.
Work to drive faster adoption, greater ultimate utilization, and higher proficiency on changes impacting employees in the organization such that business results are achieved.
Analyze, model, and organize information to document software requirements for development efforts, e.g., use cases and activity diagrams in adherence to organization's WPDO and System Lifecycle (SLC) standards. Help develop documentation to support software development efforts (including use cases, requirements, process maps, and desk procedures).
Identify, document, and analyze current-state/"as is" and future-state/"to be" business processes, including a gap analysis.
Complete documentation for project development efforts (including use cases, requirements, test plans, process maps, and desk procedures) and work closely with development team and business teams to help enable successful implementation.
Communicate effectively, including facilitation, negotiation, priorities, and conflict resolution, with a wide variety of technical and business experts, and stakeholders in both individual and group settings. Act as a liaison between technical and business teams to help enable successful implementation of technology projects.
Decompose high-level information into details and abstract up from low-level information to reconcile solution vs. requirements conflicts.
Assist in project planning and tracking activities:
Help develop work plans.
Define analysis approaches and plan analysis activities.
Track and report status of assigned tasks.
In coordination with Portfolio Manager, Project Managers and other Business Analysts conduct health checks on current projects to determine success of organizational readiness, leadership, skilled resources, project management, quality of requirements, and design solution delivery.
Requirements:
Bachelor's degree in information technology/systems, Business Systems, Computer Technology or a closely related technical field is preferred.
8 years of related experience is required with a bachelor's degree in applicable fields.
10 years of experience is required with an associate degree in applicable fields.
12 years of experience is required without a degree or applicable degree.
Experience should include conducting business analysis in the context of projects implementing IT systems and should be consistent with the specific requirements of Business Systems Analysis and information technology and progressively more technical in nature.
8 years of demonstrated analyst experience using modeling languages, technical product life cycle concepts and requirements engineering, among other applied skills and knowledge is required (no education substitute allowed).
Strong technical writing skills and the ability to present information in various forms such as textual, graphical, and statistical.
Experience working in Visio and Microsoft Project.
Technical interviewing skills sufficient to:
Interview in the business environment.
Elicit and define requirements.
Facilitate groups through process design and requirements gathering sessions.
Experience with System Life Cycle (SLC) processes.
Experience working in an application development or other IT environment.
Experience in project management and leadership.
Valid U.S. Driver's License is required.
