The I.S. Project Manager provides the strategic management of leading a project of prioritized enhancement and maintenance initiatives from its inception to execution. The I.S. Project Manager provides daily planning, direction, strategy, execution and management of resources and scope to meet corporate goals through clear communication, effective planning, and sound staff management. The I.S. Project Manager will support IT Information Systems projects, including systems support, endpoint device management, network and voice services, voice and data communications, IT asset and purchasing. 


Responsibilities

Ensure that all projects are delivered on-time, within scope and within budget
Coordinate internal resources and third parties/vendors for multiple projects
Manage the relationship with all relevant stakeholders and vendors
Enable close cooperation across all roles and functions
Assist in the definition of project scope and objectives, involving all relevant internal stakeholders and ensuring technical feasibility
Ensure resource availability and allocation
Develop and present a comprehensive project plan to monitor and track progress
Measure and manage project scope, schedule, and costs using appropriate verification and tracking techniques
Create and maintain comprehensive project documentation
Perform risk management to minimize potential risks
Report and escalate impediments to management as needed
Shield the team from external interference
Use and continually develop leadership skills
Provide team coaching to encourage best possible performance with a focus on continuous improvement - how to do things better, faster, cheaper while delivering quality solutions
Participate in the mentoring, intra-organizational knowledge sharing, and general coaching when appropriate
Duties may be modified or assigned at any time to meet business needs
Working with senior line management, project managers, and project teams the PCS III implements, and maintains the project controls system and the Project Work Breakdown Structure (WBS).
Ensure that the project complies with DOE, Earned Value Management System (EVMS). and other company's project controls system requirements.
Utilizing Project Controls (PC) tools standards, develop, implement, and maintain the PC System, which captures and controls the project cost and schedule baseline.
Developing and maintaining a fully integrated Resource Loaded Schedule (RLS) for the project, using standard project management scheduling tools.
Participates in project start-up to completion by implementing project controls plans, statements of work, and other types of planning documents on highly complex projects with substantial scope and high level of risk.
Implements proposed contracts with respect to schedule requirements imposed on subcontractors; interfacing with managers in monitoring and directing their efforts; participates in meetings involving schedule creation, maintenance and revisions of subcontractors.
Participates in risk analyses and assessments; identifies high-risk issues that could impact project success and recommends solutions.
Analyzes and evaluates existing systems recommending, designing developing, and implementing changes and new systems, striving to make project controls systems more efficient, effective, and responsive.
Interfaces with the project's technical staff, financial staff, project managers and the functional managers on all aspects of cost controls and scheduling, providing a development plan and annual performance goals relating to Company's objectives.
Works with the project's technical staff, project management, and functional managers to:
Develop resource needs (Labor and M&S) and the project's Basis of Estimate (BOE); incorporate changes to the schedule and baseline
Develop presentations about the project schedules, resources, and project performance
Generates, presents and assists senior managers with progress and presentations pertaining to the project schedules, resources, and project performance.
Participates in the training and directs junior staff in maintaining the correct application and implementation of Earned Value 7Management (EVM) requirements as defined by DOE Order 413.3; provides supervision to staff members within the project controls functions.
Other duties as assigned.
Work may require project travel.


Qualifications

Required:
BS or BA or equivalent education and experience
In-depth understanding of the software development life cycle for implementing Enterprise-level systems - 7 years
Very strong facilitation and planning skills - 5 years
Strong technical writing and presentation skills - 5 years
Demonstrated project and organizational leadership including initiative identification, ownership and implementation responsibilities
Superior teamwork and organizational skills
Strong interpersonal and communication skills commensurate with a professional working environment
Excellent analytical and problem-solving skills
Demonstrated passion for delivering exemplary customer service
Ability to effectively multi-task in a fast-paced environment and adapt to changing business priorities
Excellent time management and organizational skills
Demonstrated active listening skills
Willingness to periodically travel
Large scale multi-site IS operations experience
Understanding of infrastructure technologies: systems support, voice and data network, windows server environments, messaging systems, IT asset and purchasing processes

Preferred:
Knowledge of Microsoft productivity applications
Knowledge of browser-based technology
Project Management Professional (PMP) certification strongly preferred
Certified Scrum Master (CSM) certification preferred
Understanding of Agile Scrum/Kanban software tools such as Jira or Microsoft Team Foundation Server
Prior experience as technical lead or Technical Project Manager - 5 years
Demonstrated experience in iterative methodologies (Agile/Scrum/Kanban) - 3-5 years
Demonstrated experience as a Scrum Master on a large ( >10 FTEs) distributed team - 3-5 years
