Come join the Labor Relations Team at Revenue! This position is eligible to work full-time in the office, a hybrid or full-time telecommuting schedule. There may be periodic requirements in office, roughly once per quarter or at the discretion of management. Employees will be required to complete a telework agreement.

This posting may be used to fill multiple vacancies.

Labor Relations Consultants play a critical role in contributing to a positive employee experience at the Department of Revenue. The Labor Relations Consultant will provide support to the Labor Relations Manager in administering Revenue’s labor and employee relations functions. This includes, but is not limited to, handling disputes, conducting investigations, and providing direction and training to managers and supervisors in the administration of labor agreements and employment plans. This position is also responsible for providing guidance and consultation to managers and supervisors regarding employee misconduct and other performance related issues and reviewing and updating HR policies.

Teleworking employees are required to live in Minnesota or in a state bordering Minnesota.

Minimum Qualifications

  • Two (2) years of full-time equivalent professional level human resources experience*.

  • *Bachelor's degree in a closely related field as determined by the agency may substitute one (1) year of experience; master’s degree substitutes for eighteen (18) months of experience; PhD substitutes for twenty-four (24) months of experience.

  • Knowledge and experience interpreting and applying relevant State and Federal Laws, including ADA, FMLA, and FLSA

  • Experience providing training and delivering presentations to managers and supervisors on HR practices and procedures

Applicants who meet the above experience requirements will be further evaluated at interview based on the following:

  • Communications skills sufficient to explain sensitive, controversial decisions to staff and leaders in a clear and concise manner; ability to demonstrate courage and be willing to experience discomfort in uncomfortable situations; establish and maintain effective business partnerships and positive work culture

  • Experience participating in the review and development of agency HR policies and operational practice.

  • Critical thinking and problem-solving skills sufficient to research, analyze and evaluate complex information, recognize problems, and make sound recommendations to resolve issues

  • Experience in promoting diversity, equity, access, and inclusion.

Preferred Qualifications

  • A bachelor’s degree in human resources management, Business Administration, or related field

  • Experience in public sector industry or government entities

  • Experience working in a unionized environment handling complex union contracts

  • Knowledge of the State of Minnesota’s human resources system and administrative principles and personnel practices

  • Experience reviewing and responding to data practices request for personnel records

  • Experience in leading change and being resilient in an environment of ambiguity

  • Experience in project management and process improvement initiatives and change management

Physical Requirements

Requires occasional moving of articles such as boxes and laptop computer
