POSITION SUMMARY:
The main responsibilities of a Compliance Technician revolve around the daily management and maintenance of Compliance, for site operations, including quality control file review and approval. In addition, Compliance Technicians are responsible for monthly compliance processing functions such as billing residents and HUD, as well as investigating compliance issues that are submitted. This specific role is required to specialize in Project Based Section 8 and program layering.
ESSENTIAL FUNCTIONS:
Establish and maintain good relationships in person, over the telephone and via email with Community Managers, Regional and Area Managers, VP's of Property Management, Regional Compliance Manager and the Vice President of Compliance
Accurately administer and possess knowledge of Compliance and Dominium guidelines
Follow the rules & regulations and guidelines established by the IRS and the respective state agencies who have oversight responsibility
Become familiar with and knowledgeable of federal, state, and local laws and regulations as they relate to compliance including; not limited to: Low Income Housing Tax Credit (LIHTC/Section 42), Section 8, Section 236, Home, Bond, Rural Development and Public Housing
Conducting site visits and compliance file audits as necessary, upon approval Compliance Senior Management
Quality control review and approval of certification files reviewing regional file reviews for all programs
TRACS Voucher and tenant certification processing, voucher discrepancy resolution, monitoring TRACS compliance percentages
Processing special claims
EIV processing, report monitoring, repayment agreements and income discrepancy investigation as well as 50059 corrections
Communication with Regional Managers via telephone or email to answer questions regarding affordable housing program requirements
Train site staff of new acquisition properties
Timely and regular attendance
Other duties as assigned
QUALIFICATIONS:
Four-year degree preferred; three years' experience in related field desired
Knowledge and minimum of two years successful experience in applicable Compliance program
Certified Occupancy Specialist (COS) preferred
Ability to communicate clearly with others, in English, orally and in writing
Written and composition skills required
Average mathematical ability and reasoning skills
Ability to analyze and complete income calculations
Ability to use a personal computer
Typing of at least 40 wpm and 10 key capabilities required
Ability to perform computer functions using various software programs and the ability to learn new software programs
Knowledge of Windows, Microsoft Word, Excel and Outlook
Strong organizational and analytical skills required
License and ability to drive a motor vehicle
Travel required - some overnight
COMPENSATION RANGE:
$44,400 - $46,590/year commensurate with Project Based Section 8 experience
