The National Veterans’ Training Institute (NVTI) provides training on behalf of the U.S. Department of Labor, Veterans’ Employment and Training Services (DOL VETS). The purpose of this initiative is to responsibly meet the employment, training, and job security needs of Americans who have served in uniform, those transitioning from military service, and their spouses. Management Concepts is contracted by DOL VETS to run the NVTI program.


The Uniformed Services Employment and Reemployment Rights Act (USERRA) is a federal law, passed in 1994, that protects military service members and veterans from employment discrimination on the basis of their service, and allows them to regain their civilian jobs following a period of uniformed service. Management Concepts is looking to hire USERRA Instructors for the NVTI program to deliver training courses in classroom, virtual, and asynchronous classroom formats. Classroom training can occur throughout the United States and requires travel, while virtual and asynchronous classes are conducted remotely. Skill and experience with virtual and asynchronous course delivery is highly desirable. In particular, Management Management Concepts is looking to hire Instructors who can teach the following courses:

1.      9631 : USERRA Investigators Online

2.      9605 : USERRA Investigators

3.      9606 : Veterans’ Employment and Opportunity Act

NVTI USERRA Instructors must:

1.      Have experience in delivering training to diverse adult audiences and be highly experienced and skilled in adult learning techniques

2.      Present the highest of professional standards in their course delivery presentation 

3.      Have significant experience working in federal USERRA investigations and/or with USERRA investigators

4.      Have expert knowledge of the specific regulatory environment and practical application of U.S. Department of Labor USERRA regulations and investigative processes

5.      Maintain current knowledge on all changes to the relevant laws and regulations covered in the courses

6.      Have experience in reading, comprehending, and applying legal and regulatory information

All Management Concepts Instructors are expected to be skilled in the course content, instructional techniques, and application of adult learning theory. We require that you present the information as designed in an objective and unbiased manner. At the same time, your expertise adds value to the prepared material by allowing you to offer relevant illustrations and experiences that support learning objective attainment.
 
Duties & Responsibilities:

1.      Present multi-day courses to groups of up to 30 students

2.      Apply principles of adult learning in federal grants course presentations

3.      Facilitate a positive, safe learning experience and encourage participant engagement

4.      Provide timely, actionable, and accurate feedback on course materials

5.      Keep apprised of relevant knowledge/skills affecting the content area(s) assigned

6.      Participate in instructor course preparation meetings and information sessions

Courses Content May Include:

1.      How the VETS Case Management System is used by USERRA investigators

2.      How to effectively prepare a case file and analyze a case

3.      The claims analysis steps and evidence that supports/undermines the claim

4.      USERRA’s reemployment rights and responsibilities and what types of service are covered

5.      USERRA’s escalator principle

6.      Appropriate reemployment positions under USERRA

7.      Rights and benefits under USERRA when absent from employment forcovered service

8.      USERRA’s protections against discrimination and retaliation and who is protected

9.      USERRA’s reemployment rights and responsibilities and what types of service are covered
