The duties that the incumbent of the vacancy will be expected to perform. Duties Description Tax Data Verification and Property Tax Cap
• Collect, review and analyze information reported by counties in the tax data verification application and information contained in local government and school district property tax forms.
• Conduct analysis to support decision-making at various levels for both internal and external stakeholders. Examples include:
o Developing summaries of tax levy information reported by local officials.
o Comparing tax levy data from various sources.
o Investigating data anomalies.
o Responding to data requests.
o Reporting on levels of compliance with filing requirements, error rates, override rates, etc.
• Assist in the development and enhancement of the tax data verification and tax cap applications. This includes the testing of enhancements to ensure the application is functioning properly for all stakeholders.
• Research, document and follow up on transfers of functions, dissolutions and consolidations.
• Provide updates to Monitoring and Analysis Unit materials located on the OSC internet and intranet websites due to new/expiring legislation or other agency priorities.
• Work with the Division of Legal Services staff to evaluate the potential impact of new legislation on the tax cap and/or tax data verification applications. Provide updates to management on these changes.
Technical Assistance, Training, Communication, Other Financial Analysis and Reporting
• Provide assistance to local officials, staff and others related to financial reporting matters in a thorough and professional manner and appropriately document the information provided.
• Give training presentations, either in person or via webinar, as requested to Unit or Division staff as well as to local government officials.
• Prepare, review and process external communication related to required reporting.
• Research and analyze new or proposed legislation, including within state and federal budgets, to determine impact on local governments and school districts.
• Assist in the development and maintenance of dashboards, utilizing Tableau data visualization software to highlight trends.
• Effectively communicate with others to:
o Constructively present policies, priorities, issues and concerns.
o Coordinate workload and work flow within the Monitoring and Analysis Unit.
o Represent and promote the Division through speeches, newsletter articles, team membership, consultation and other communication methods.
• Data requests and analysis for internal and external users.
• Other non-routine requests from management
Additional Comments
Under the general direction of the Monitoring and Analysis unit manager and supervisors, this Auditor 1 is required to meet the work requirements of the unit’s overall mission.
This position requires that all information provided to local officials, the public, LGSA employees, other divisions and executive management is done so in an accurate and timely manner. Success in this position requires strong teamwork and communication skills.
This position is open statewide. As such, our candidate can be assigned to one of our regional offices across the state. (Albany, Binghamton, Buffalo, Glens Falls, Hauppauge, Newburgh, Rochester, Syracuse)

For appointment to an Auditor Trainee 1 (Municipal), you must have:
• A bachelor's degree including or supplemented by 24 undergraduate or graduate semester credit hours in accounting and/or auditing.
For appointment to an Auditor Trainee 2 (Municipal), you must have:
• A bachelor's degree including or supplemented by 24 undergraduate or graduate credit hours in accounting and/or auditing and one year of professional accounting and/or auditing experience.
For appointment to an Auditor 1 (Municipal), you must have:
• A bachelor's degree including or supplemented by 24 undergraduate or graduate credit hours in accounting and/or auditing and two years of professional accounting
A master's or doctoral degree in accounting, business administration, business management, criminal justice, economics, engineering, finance, mathematics, public administration, public or community health, public policy, political science, or statistics may substitute for one year of qualifying experience.
Competitive Minimum Qualifications:
You must be currently reachable on the appropriate eligible list for this title, eligible under the 55 b/c program, or eligible to transfer to this title under Section 70.1 of the Civil Service Law.
Transfer:
For 70.1 transfer to an Auditor 1 (Municipal), salary grade (SG)-18, you must have one year of permanent competitive, or 55-b/55-c service in an approved title for transfer allocated to an SG-16 or above. SG-12 or above for a Trainee 1, SG-14 or above for a Trainee 2, depending on qualifications.
If approved for transfer appointment, you must also meet the special requirement below:
• 24 credit hours in accounting, auditing, or taxation.

Appointments via transfer must not result in a second, consecutive transfer with an advancement of more than two S-grades or one M-grade.

Traineeship salary information:
The position may be filled at the Auditor Trainee 1 (Municipal) equated to SG-14 ($52,198), Auditor Trainee 2 (Municipal) equated to SG- 16 ($58,247), or full performance Auditor 1 (Municipal) SG-18 ($65,001) based on the candidate’s education, experience, and previous state service. Salary is nonnegotiable.
Candidates hired at the trainee level will be advanced to the full performance Auditor 1 (Municipal) SG-18 following successful completion of the traineeship.

Telecommuting: The Office of the New York State Comptroller (OSC) supports telecommuting where it is reasonable to do so based upon the agency’s mission and operational needs.
