Division Information
PACCAR's Information Technology Division (ITD), located in Renton, WA utilizes cutting-edge technology to provide systems development, consulting, voice and data communications services to the entire Corporation, which has high visibility in the technology sector.
The Role
The HR Manager plays a pivotal role in shaping and leading all aspects of the human resources function within the IT Division focusing on both critical initiatives and day-to-day operations. This key leadership role is on the IT Division's leadership team and reports to the Senior Director of Human Resources with a matrix reporting relationship to the CIO and engages with IT talent globally. This role is responsible for developing and implementing HR strategies, talent management programs, policies and procedures, employee relations, employee and leadership development, performance management, compensation, leave administration, time & attendance, safety and maintaining compliance with relevant employment laws and regulations. This position plays a key role in driving workplace culture and supporting the company's strategic objectives. This position leads a team that supports the division's human resources objectives and provides office administration services.
Job Functions/Responsibilities
Recruitment and Talent Management:
Identify staffing and recruiting needs and partner with global talent acquisition to enhance recruitment, selection, and onboarding of top-tier talent.
Develop and implement retention strategies to foster a high-performing and motivated workforce.
Partner with the ITD diversity council to lead diversity training, awareness activities, and initiatives to promote an inclusive and diverse work environment.
Facilitate succession planning to ensure the continuity of leadership and smooth transitions within the division.
Provide guidance and support on immigration, visa and relocation matters to division leadership and HR team.
Oversee employee onboarding program.
Engagement, Rewards and Retention:
Promote a culture of professional development and clearly defined career paths and growth opportunities.
Provide coaching and guidance to managers on performance reviews, goal setting, and feedback to enable motivated and high performing teams.
Work closely with the Global Compensation team on local competitive compensation programs and educate managers and employees on compensation processes and approaches.
Recommend and implement engagement and retention strategies.
Oversee Employee Engagement Survey and action planning.
Oversee employee recognition programs.
Take leadership role in annual goal setting, employee development, and all employee succession and performance appraisal process for the division.
Training and Development:
Coordinate ITD College, a leadership development program for future leaders in IT, to ensure the development of a strong leadership pipeline within the division.
Ensure division training requirements are achieved including compliance and manager training roadmap.
Recommend employee development opportunities such as leadership development programs, mentoring, 360 evaluations, etc.
HR Effectiveness:
Collaborates with senior leadership to develop, implement, and monitor talent and organizational programs that enable the achievement of business goals.
Provide guidance and coaching on talent management, organizational development, and workforce planning.
Actively cultivate an inclusive team culture which focuses on openness, continuous improvement, teamwork, and learning.
Implement and maintain effective communication channels to address employee concerns and foster a positive work environment.
Monitor and ensure the organization's compliance with federal, state, and local employment laws and regulations, and recommended best practices; reviews and modifies policies and practices to maintain compliance. Complete Affirmative Action planning.
Participate on or lead large projects and initiatives to enhance the overall effectiveness for the IT Division and participate in enterprise-wide global HR projects.
Maintain knowledge of trends, best practices, regulatory changes, and new technologies in human resources and strategically apply this knowledge.
Investigate and conclude employee relations investigations.
Ensure that HR practices are compliant with Internal Audit standards.
Ensure that technology is employed to accomplish HR results and HR employees are trained in maximizing the use of e-recruiting and other HR tools.
Provide guidance to managers on a variety of HR topics including employment law, leave administration, performance management.
Effectively facilitate change management when new initiatives are rolled out.
Lead and Mentor HR department team members.
Develops and implements departmental budget.
Qualifications
Seven (7) years of recent, relevant, and progressively responsible experience in a human resource environment with supervisory experience.
Prior experience leading, coaching and mentoring business leaders on HR related topics.
Excellent organizational skills with high attention to detail.
Excellent communication skills, presentation skills and adaptability.

Proficient MS office skills and ability to learn PACCAR's HRIS systems.
Education/Training
Bachelor's degree in human resource management, Business Administration, or related field required; Master's degree a plus.
Knowledge of HR practices and employment law. SPHR, PHR, SHRM-CP or SHRM-SCP certification desired.

We carefully consider numerous compensation factors, including your education, training, or experience. The salary range for the HR Manager is $104,000 - $182,500 annually. Additionally, this role is eligible for a full range of benefit options listed above. This position is also eligible for annual incentive bonus compensation with a target of 25% of base pay.
