About this position:

This position is responsible for managing the training and development program for the Southeast Louisiana Flood Protection Authority­ East (SLFPA- E) and the Orleans/East Jefferson Levee District Police Department (Agency). The Agency operates 24 hours a day, 7 days a week, including during emergencies such as flooding events, hurricanes, etc. The total number of employees served by this position is approximately 220. This position oversees every aspect of the Training Program. This position reports directly to the Human Resources Director and on occasion, provides functional supervision over a Training and Development Specialist 3, an Administrative Coordinator 4, and other SLFPA-E staff when working on special projects.

Minimum Qualifications

MINIMUM QUALIFICATIONS:
Five years of experience in planning, developing, delivering, or evaluating training programs or academic instruction; human resources, or social services; OR

Six years of full-time experience in any field plus two years of experience in planning, developing, delivering, or evaluating training programs or academic instruction; human resources, or social services; OR

A bachelor's degree plus two years of experience in planning, developing, delivering, or evaluating training programs or academic instruction; human resources, or social services; OR

An advanced degree in education, instructional design, business or public administration, industrial and organizational psychology, organizational behavior or human resources plus one year of experience in planning, developing, delivering, or evaluating training programs or academic instruction; human resources, or social services.

EXPERIENCE SUBSTITUTIONS:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Designation as a Society for Human Resource Management Certified Professional (SHRM-CP) or Senior Certified Professional (SHRM-SCP), Professional in Human Resources (PHR), or a Senior Professional in Human Resources (SPHR) will substitute for a maximum of one year of the required experience.

To evaluate training needs and design a mix of predominantly intermediate level courses to a general, managerial and supervisory level of audiences.

Supervision Received:

General from a Training and Development Staff Manager 1 or equivalent level administrator.


Supervision Exercised:

Functional over lower level Resource Development Specialists at a large facility having a Resource Development Staff Manager 1, or direct at a facility that has a training staff of only 2 positions of which this is one of the positions.

Job Distinctions:

NOTE: The allocation of Training and Development Specialists is based on the type of courses, audience composition and function. 


Differs from Training and Development Program Manager by: Lack of responsibility of being the only trainer at a small agency or large facility, lack of responsibility for managerial aspects of the training program and complexity of courses administered.


Differs from the Training and Development Specialist 2 by the complexity of work.

Examples of Work

80% - Training

  • Initiates employee surveys and interviews to identify opportunities to provide immediate and long-range training and development needs of all employees
  • Collaborates with management to understand strategic goals and align training and development programs with the mission of the agency
  • Designs implements, and oversees training programs that address specific skill gaps or professional development needs
  • Select appropriate training methods such as workshops, e-learning, coaching, or on-the-job training
  • Creates or outsources relevant training materials, courses, and content
  • Works with HR Director to prepare and manage the budget for the training and development program
  • Ensures efficient use of resources, including HR team members, technology, and facilities
  • Leads training sessions directly or in coordination with subject matter experts and external trainers
  • Utilizes a variety of teaching methods to cater to diverse learning styles
  • Measures the impact of training programs on employee performance and organizational goals by analyzing key performance indicators (KPIs) and preparing reports for stakeholders
  • Gathers feedback from participants to improve future training initiatives
  • Works with HR Director and management to create a culture of knowledge-sharing, mentorship, and leadership development to ensure the sustainability of the agency
  • Works with management and employees to develop customized learning paths and development plans to ensure opportunities for progression for all employees
  • Ensures training programs comply with industry regulations, agency policies, and legal requirements

15% - Administration

  • Supervises and trains Training & Development Specialist 3 and provides functional supervision for an Administrative Coor. 4
  • Performs performance evaluation for direct reports and contributes to the performance evaluation of an Administrative Coor. 4
  • In conjunction with the HR Director, develop goals and measurable performance standards for subordinates
  • Manages time and attendance of subordinate staff including the use of overtime
  • Makes recommendations for the selection of personnel for the Human Resources Department

5%- Other

  • Attends training, seminars, conferences, etc., to remain up to date on skills and knowledge
  • Performs other duties as assigned
