Job Summary
The eligible register developed from this posting may be used to fill future FT and PT vacancies within this classification.

Performs a variety of professional duties related to maintaining a healthy environment for County residents. Assignment includes working at the County Household Hazardous Waste (HHW) Facility several times a week, including every Saturday. Assignment also includes planning and enforcement activities in hazardous waste, solid waste, inspection of subsurface sewage treatment systems (SSTS), enforcement of sewage regulations, investigation of nuisance complaints and related matters as well as assignments in other divisions of the Department. Work is performed both in the field and in the office. Regular work hours include 8:00 a.m. to 4:30 p.m. on three weekdays, 8:00 a.m. to 6:30 p.m. on Wednesdays and Saturdays 7:00 a.m. to 1:00 p.m.

This position works at both the Government Center in Shakopee and the Household Hazardous Waste Facility in Jordan (near Highways 13 and 282).

Essential Duties
Collects, categorizes, and packages household hazardous waste for reuse or proper management at the HHW Facility, maneuvering up to 50 pounds.

Ensures code enforcement in the areas of Hazardous Waste, Solid Waste, SSTS, and public health nuisance.

Provides routine management of at least one program area or as needed.

Licenses and relicense businesses for regulated activities.

Conducts inspections and/or review of sites, sewage systems, plans, designs, etc., for the purpose of issuing permits.

Attends meetings with representatives from federal, state, and local agencies relative department or specialty area tasks.

Provides public education which includes writing/presenting/facilitating educational materials/ events and Web publications; education includes work with individuals and groups.

Conducts investigations of illegal dumps, burns, abandoned waste, or public nuisance complaints, etc.; enforces rules/regulations outlining corrective action necessary to comply.

Keeps statistics, tracks data, and prepares reports relative to program area; prepares and submits state reports as required.

Prepares and/or reviews contracts, makes grant applications, and monitors grant dollars related to program area.

Performs duties of professional Environmentalist as the HHW Facility Specialist when working at the HHW Facility.

Serves as the Assistant Facility Manager at the HHW Facility in the absence of the HHW Facility Manager and/or as assigned.

Works the hours and/or shifts assigned and begins and ends work on time. Regular work hours include Wednesdays until 6:30 p.m. and Saturdays 7:00 a.m. to 1:00 p.m.
Performs other related duties as required or assigned.

Minimum Qualifications
Requires equivalency of a Bachelor's Degree in Environmental Science or directly related field and one year of professional experience in environment compliance or related. Ability to become trained, certified, or otherwise qualified to work in a household hazardous waste facility and serve as an inspector in two of the following areas: hazardous waste generators and facilities, subsurface sewage treatment systems, solid waste landfills, public nuisance investigation, and solid waste program planning and development. Valid driver's license is required. Regular work hours include Wednesdays until 6:30 p.m. and Saturdays 7:00 a.m. to 1:00 p.m.

Selection Process
Selection for this position will be based on a minimum qualifications screening and rating of training and experience. Top candidates will be forwarded to the hiring manager or supervisor for consideration for interview and/or additional assessments. Final selection will include a background check and approval by the County Board.
