Basic Function

The current vacancy is in the Finance Department.  The eligibility list created by this vacancy may be used to hire other vacancies in the department.

To review and analyze financial activities for a service team to ensure compliance with legal guidelines and establish fiscal procedures; to advise departments concerning finance office practices; to prepare fiscal reports as necessary; and to perform related duties as assigned. (This class differs from lower level financial management titles in that employees would require less supervision and be assigned duties relating to the largest or most complex aspects of fiscal reports. Also, employees at this level would be assigned special projects by the Director of Finance, and would be more likely to represent the office at meetings with other departments or external agencies.)


Flexible Workplace
This position is identified under the designation of ‘flex work eligible’, meaning that the employee can formally opt to be in-office full-time or work a flex schedule in which at least two-days per week are performed in office and other days can be performed in a remote-first environment. Regardless of selection, the position carries expectations regarding on-site responsibilities and will require schedule flexibility beyond the minimum expectations set forth in the county’s flexible workplace policy. Examples of Work Performed

  1. Promote a diverse, culturally competent, and respectful workplace. 
  2. Serve as a strategic partner to service team controllers, finance department leadership, and department/service team leaders. Complete analysis to support strategic financial decision making.
  3. Review annual budget requests prepared by service teams and departments by analyzing documentation with respect to applicable financial factors (such as previous funding levels, inflation, departmental cost and revenue projections, departmental analysis of the financial impact of planned program changes, and other relevant financial conditions) in order to develop recommendations on the appropriateness of departmental requests.  
  4. Prepare and review all budget recommendations and related documents, along with all required supporting documentation, for supervisory review and subsequent submission to the county manager and county board; attend budget hearings to provide information and respond to questions concerning budget requests.
  5. Provide consultation and monitor departmental budget administration activities by reviewing, analyzing, and approving budget transactions such as expenditures, transfers, budget adjustments; reviewing and approving write-off of accounts that are deemed uncollectible and other departmental financial transactions; advise departments on a range of issues including risk management, contract management, procurement, vendor relationships, and personnel rules.  
  6. Review, analyze, and approve various transactions such as contingent transfers, contracts, purchase of service agreements, and new program requests prepared by departments to ensure compliance with legal guidelines and established fiscal procedures before submission to county board or county board committees; occasionally provides information at county board or committee meetings as needed.  
  7. Work with service team contacts who draft Requests for Board Action (RBA) to ensure the department has provided adequately in its budget for the service/program described in the RBA or is requesting appropriate authority to increase funding, and additional full-time equivalents, if relevant, to make the service/program possible. 
  8. Review and approve Personnel Authorization Request (PAR) forms, Professional Service agreements, work with department contacts and payroll staff to ensure the budgeted complement is loaded into the HR payroll system for the new calendar year and that departments are staying within the parameters of their budgeted complement and personnel services appropriations.
  9. Prepare documents for the state auditors and work directly with them; respond to their requests and questions by providing documentation and information.
  10. Prepare reports, schedules, and tables relating to departmental financial activities to document financial conditions and to comply with external reporting requirements; prepare financial statements that become a part of county-wide Annual Comprehensive Financial Report (ACFR); plan and prepare the county-wide Indirect Cost Allocation Plan in compliance with federal guidelines in order to recover indirect costs from state and federal governments.
  11. Prepare the biennial Capital Improvement Program (CIP) budget and budget books. 
  12. Review and approve journal entries into Aspen; provide consultation to departments related to journal entries including descriptions, supporting documentation, and review and/or enter budget changes into the Hyperion system; prepare budget adjustments, journal entries, and budget documents as necessary for departments that don’t have accountants.   
  13. Review and approve contracts related to assigned departments for purchase of services or goods as well as revenue and grant agreements.
  14. May be responsible for serving on internal and external boards or committees directly related to department assignment; represent the finance department at meetings with outside agencies or other county departments.
  15. Assist in the development, writing and maintaining of procedure manuals for accounting, budgeting, and capital improvements that are in conformance with laws, county board resolutions, and policies.
  16. Provide training, direction, and guidance to Accountant I and II level positions on the budget team.
  17. Perform special projects as assigned.

Minimum Qualifications

Education:  Bachelor's Degree in Accounting, Economics, Business Administration, Public Administration or related field.
 
Experience:  Four years as a Budget & Accounting Analyst 1 or equivalent financial experience
 
Substitution:  Any combination of related education and related experience totaling 8 years is required. A Master’s Degree in Accounting, Economics, Business Administration, Public Administration or a related field may substitute for up to two years of experience.

Exam/Screening Process Information

The examination process will consist of the following section with each section weighted as indicated:
Training and Experience Rating = 100%

The examination for Principal Financial Management Analyst will consist of a training and experience rating, comprised of the questions in the attached supplemental questionnaire. Not all applicants who meet the minimum qualifications will pass the training and experience rating.  The rating on this supplemental questionnaire will depend on your answers to the questions – do not mark “see resume” or “see work history” as a response. Please answer all your questions clearly and completely.  Failure to respond could affect your score and final rank on this examination.

The names of all applicants who filed a properly completed application and passed the examination/screening process shall be placed on the eligible list for an employment opportunity as a Principal Financial Management Analyst.  This list will be certified to the appointing authority which may use this list to conduct interviews to fill a vacancy. Candidates will remain on the list for 3 months or until hired, whichever occurs first. A notice will be sent to applicants at the time the eligible list is posted, informing them that the list has been posted and their rank on the list.
