The duties that the incumbent of the vacancy will be expected to perform. Duties Description NY Division has numerous vacancies to fill within the Intelligent Transportation Systems Maintenance program area. A Toll Electronics Systems Technician (TEST) will install, modify, troubleshoot, maintain and repair complex electronic toll collection and audit systems and equipment; install, maintain, repair, overhaul, test and/or modify various ITS elements such as Dynamic Message Signs, Traffic Data Systems, Weather Information Systems, Closed Circuit Television Cameras and traffic control warning signs; install, maintain, repair, overhaul, test and/or modify various other equipment such as electronic time clocks, network ethernet data converters, switches and hubs; operate a variety of technician hand tools and electronic test equipment such as multimeters, oscilloscopes, radio frequency (RF) power meters, fiber optic light meters and visual fault locators; complete administrative paperwork as necessary to document work; maintain tour-of-duty records and prepare reports in connection with maintenance activities; and requisition supplies and spare and replacement parts. TESTs will be required to perform work while on ladders up to 14 feet high, on lift platforms 25 to 30 feet high, and on buckets attached to trucks up to 65 feet high. They will also need to climb stairs to work on large over-the-road VMS signs up to 20 feet and you may be required to work on catwalks under and on structures over bridges, climb stairs over open water and/or work on the top of 20-foot-high toll canopies. They will be required to park on the shoulder of the highway in order to access roadside devices, working next to free-flowing traffic passing at highway speeds that can exceed 65 mph. TESTs will be required to work in all types of conditions, including inclement weather such as extreme wind, cold, heat, as well as rain and snowstorms.
Possession and maintenance of a valid Class B Driver’s License issued by the NYS Department of Motor Vehicle is required.

The minimum qualifications required for this vacancy. Minimum Qualifications 1. Current State Employees: Current New York State employee with one year or more of qualifying permanent service as a Service & Repair Mechanic Electronics or a Traffic Systems Technician 1 and eligible for transfer under Section 70.1 of the NYS Civil Service Law.?
2. GENERAL PUBLIC AND/OR NY HELPS MINIMUM QUALIFICATIONS:
Toll Electronic Systems Technician Trainee 1:
Either one year of experience in the installation, maintenance, repair, and troubleshooting of complex electrical/electronic equipment such as computer hardware, network hardware or similar equipment involving work with electrical/electronic control circuits; Or 30 college semester credit hours including at least 9 college semester credit hours in electrical engineering, electronic engineering, electrical technology, computer technology, automotive technology, electrical construction and maintenance, or electronic technology; Or military training/rating in an electronics field including completion of an electronic rating school program; Or graduation from a high school technical electricity/electronics education program or a BOCES program recognized by the New York State Education Department.
Toll Electronic Systems Technician Trainee 2:
Either two years of experience in the installation, maintenance, repair, and troubleshooting of complex electrical/electronic equipment such as computer hardware, network hardware or similar equipment involving work with electrical/electronic control circuits; Or 30 college semester credit hours including at least 9 college semester credit hours in electrical engineering, electronic engineering, electrical technology, computer technology, automotive technology, electrical construction and maintenance, or electronic technology and one year of experience described above; Or military training/rating in an electronics field including completion of an electronic rating school program; Or graduation from a high school technical electricity/electronics education program or a BOCES program recognized by the New York State Education Department.
Toll Electronic Systems Technician:
Either three years of experience in the installation, maintenance, repair, and troubleshooting of complex electrical/electronic equipment such as computer hardware, network hardware or similar equipment involving work with electrical/electronic control circuits; Or 60 college semester credit hours including at least 15 college semester credit hours in electrical engineering, electronic engineering, electrical technology, computer technology, automotive technology, electrical construction and maintenance, or electronic technology AND one year of the experience described in #1 above; Or military training/rating in an electronics field including completion of an electronic rating school program AND one year of the experience described in #1 above; Or graduation from a high school technical electricity/electronics education program or a BOCES program recognized by the New York State Education Department AND one year of the experience described in #1 above. If hired as a trainee 1 or 2, you must successfully complete a set training and development program to reach full performance level.
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in an NY HELPS title, employees may take part in any promotion examination for which they are qualified.
