Assistant General Manager
The Assistant General Manager will report directly to the General Manager and is based in Midland, TX.
Qualifications:
Five (5) to ten (10) years management-level experience in: accounting, engineering, finance, purchasing, investments, cash management, rate administration, internal audit control and debt issuance; public relations, including media relations; legislative affairs; and human resources/risk management, including five (5) years in a management capacity position.
Water industry or public service experience is preferred.
Education/Training:
Possession of a bachelor's degree in engineering, business, public administration, public relations, communications or related field.
Texas Class C driving license required.

The position includes the following key job tasks:
Planning
- Provides leadership to the District by assisting the General Manager and Board with the development of long-range strategic plans
- Collaborates with the General Manager and Board to define the District's vision and to develop strategies for achieving that vision
- Articulates the District's vision internally and externally
- Develops and monitors strategies for ensuring the long-term financial viability of the organization
- Creates annual operating plans that support the strategic direction set by the Board and correlate with annual operating budgets
- Prepares an Annual Report summarizing progress on short- and long-range plans
- Submits annual plans to the Board for approval
Management
- Promotes a culture that reflects the District's values
- Collaborates with the General Manager, Board President and Legal Counsel to plan all Board meetings, including the development of agendas; arrangement of meeting places, times and postings
- Attends and facilitates Board meetings and arranges for the preparation and filing of meeting minutes in accordance with laws and regulations
- Arranges for legal assistance through the District's Legal Counsel as needed for Board meetings and other business of the District
- Oversees the operations of organization and manages its compliance with legal and regulatory requirements
General Financial Management
Develops tools and systems to provide key financial and operational information to the Board
- Assists the Board in selecting and engaging outside consultants (accountants, auditors, investment advisors, etc.)
- Oversees the development of annual budgets that support operating plans and assists submits budgets for Board approval
- Oversees the preparation and maintenance of regular financial planning reports
- Oversees cash flow planning and ensures availability of funds as needed for ongoing operations and projects
- Oversees cash, investment and asset management including bank accounts and ledgers
- Oversees financing strategies and activities, including the management of banking and financial institution relationships
- Coordinates the services of the District's accounting and auditing consultants for operation practices that ensure appropriate accounting procedures in compliance with Generally Accepted Accounting Principles or alternative principles for public entities.
- Coordinates audits and the filing of tax returns and other legal and regulatory compliance requirements of the District.
- Coordinates the services of other professional consulting services to the District to manage risk, including the District's insurance program, real estate, leases, etc.
- Develops budgets for ongoing and future projects and oversee the financial implementation of such projects
Community Relationships
- Assists the General Manager and Board in representing the District in the community and region, serving as a spokesperson and representative for the District along with the General Manager and Board President
- Assures that the organization and its mission, programs, and services are consistently presented in a strong, positive image to relevant stakeholders
- Actively advocates for the organization, its beliefs, and its programmatic efforts
- Acts as a liaison between the organization and the community, building relationships with peer organizations when appropriate
Programmatic Effectiveness
- Serves as the District's representative for projects with authority to make decisions concerning technical and operational issues as they relate to the design and construction of District projects
- Stays abreast of current trends related to the District's operation and services and makes recommendations to the Board concerning future trends likely to have an impact on the District's mission
- Assists General Manager in customer relationships and the person to make marketing calls on behalf of the District to potential customers
- Serves as, or oversees the appointment of, the District's primary point of contact with regional, state and federal planning and regulatory agencies as needed
Technical Operations
Provide ongoing technical assistance for the overall operation and management of the District's Well Field, Pipeline, storage and other assets. Technical assistance will be provided by approved engineering consultants as directed by the General Manager on an as needed basis.
Technical Assistance will include the following:
- Assists the General Manager and Board in selecting and engaging outside operators to operate and maintain the District's systems
- Manages the Operators services contract
- Reviews and presents to the Board for approval annual operating and maintenance
- budgets to maintain the District's systems in good working order
- Monitors ongoing operation and assists in developing processes and procedures that provide cost benefit to the District
Administrative Assistance
PSC will provide Administrative Assistance for the overall operation and management of the District. Administrative Assistance will be provided by PSC staff as directed by the General Manager and Assistant General Manager on an as needed basis. Supervision of these tasks will be under the direct supervision of the Assistant General Manager. Administrative Assistance will include the following job tasks:
- Answering and transferring incoming telephone calls to the District, taking and delivering phone messages
- Welcoming and receiving visitors to the District office
- Receiving and filing incoming letters and documents
- Typing and word processing
- Managing office equipment and supplies
- Scheduling meetings and taking minutes
- Managing meeting agendas including travel, meeting place, hotel, meals, etc.
- Preparing and mailing monthly statements
- Receiving and depositing payments
- Providing general bookkeeping services including bank account ledgers as set up by the District's accounting consultants
- Preparing Board meeting agendas and minutes
- Filing and maintaining the District's legal and other documentation
