Definition

The Procurement Manager oversees and manages citywide procurement efforts including materials/supplies, services, and construction prequalification. This position manages a team of fifteen procurement professionals who fulfill the procurement needs of customer departments and agencies, including but not limited to informal and formal bids, requests for qualifications (RFQ’s), requests for information (RFI’s), best value procurements (BVP’s), Universal Term Contracts (UTC’s), State of Ohio Cooperative Contracts, and others. This position also partners will the Office of Diversity & Inclusion to ensure that the City’s equity initiatives and goals (as related to supplier diversity) are met. The successful candidate will have a thorough knowledge of public procurement and have excellent leadership, organization and communication skills. This position also requires collaboration across elected officials, including the City Auditor, City Attorney, City Council, and Mayor’s Office. Therefore, the successful candidate will possess excellent collaborative skills to ensure that complex procurement projects are completed efficiently, effectively, and in full compliance with City procurement code. 


Under administrative direction, is responsible for directing the City procurement function including the procurement of materials, supplies, equipment, and services used by the City; performs related duties as required.

Examples of Work

(May not include all of the duties that may be performed.)

Serves as an advisor to the Finance and Management Director on activities related to the procurement function of the City of Columbus;

 

Develops, facilitates, and evaluates the City's procurement function objectives, goals, programs, policies, and work plans; develops strategic plans to continuously improve and evaluate the procurement function;

 

Collaborates with management, procurement, and fiscal professionals to provide mutually effective solutions to common challenges;

 

Directs the development and implementation of sales, freight, receiving, testing, and acceptance policies and procedures; directs the development of supplier benchmark policies and evaluation;

 

Participates in the development, testing, and implementation of electronic procurement platforms, including vendor portals and electronic catalogs;

 

Provides advice on the development and implementation of a procurement education curriculum;

 

Monitors the City's compliance with procurement policies, procedures and Columbus City Code requirements including those requirements outlined in Chapter 329 and Title Thirty- Nine;

 

Develops standard Citywide procurement policies, according to applicable federal, state, and local guidelines, as well as accepted professional practices, principles, and standards;

 

Directs the activities of the Purchasing Office, which includes awarding contracts to successful vendors, directing the issuance of appropriate procurement documents, and administering contracts for the entire term of the contract;

 

Directs the creation and maintenance of vendor registration methods; directs the development/implementation of supplier protest policies;

 

Assists the Department Fiscal Officer with the preparation of the Purchasing Office annual budget;

 

Directs the acquisition of appropriate financial and price indices for procurement management and analyses;

 

Acts as a consultant on policies, staffing, skill requirements, and strategic planning related to procurement; participates in discussions related to the City’s procurement function;

 

Participates in appropriate professional activities in order to stay current with developments in the field of governmental and private procurement functions;


Acts as the Finance and Management Director in procurement related matters, in the absence of the Finance and Management Director.

Minimum Qualifications

Possession of a bachelor's degree and seven (7) years of experience in procurement, purchasing, finance, budgeting, supply chain management, business administration, or public administration.  Substitution(s): Possession of a valid certification as a Certified Purchasing Manager (CPM), Certified Professional in Supply Management (CPSM), or Certified Professional in Supplier Diversity (CPSD) from the Institute for Supply Management (ISM), or as a Certified Professional Public Buyer (CPPB) or a Certified Public Procurement Officer (CPPO) from the Universal Public Procurement Certification Council (UPPCC), or as a Certified Procurement Professional from the National Institute of Governmental Purchasing (NIGP) may substitute for the bachelor’s degree.  Additional experience as listed above may substitute for the required education on a year-for-year basis.  A law degree may be substituted for two (2) years of the required experience.  A master's degree may be substituted for one (1) year of the required experience.
