Any combination of training and experience providing the following knowledge, skills, and abilities.
For Full Performance:
* Knowledge of the principles of internal combustion engines.
* Knowledge of powertrain operation.
* Skills in powertrain maintenance for a broad variety of vehicles used by the Highway Department.
* Knowledge of the principles of hydraulic system operation.
* Ability to perform maintenance on a variety of hydraulic systems.
* Knowledge of vehicle braking systems.
* Knowledge and skill in welding and fabrication techniques.
* Knowledge and ability to perform maintenance on all other mechanical aspects for the broad spectrum of vehicles used by the Highway Department.
* Ability to keep timely and accurate records and use various reports, technical data, and associated information.

For Pre-Employment:
* High school diploma or equivalent and a 2 year degree in Diesel and Heavy Equipment Mechanics and 5 years' experience in heavy equipment mechanics maintenance/repair OR any combination of education and experience that provides the knowledge, skills and abilities.
* Skills in powertrain maintenance for a broad variety of vehicles.
* Knowledge and skill in performing maintenance on vehicle electrical systems, heating and cooling systems, and fuel systems.
* Skills in gasoline and diesel engine repair.
* Skills in performing maintenance on brake systems.
* Welding and fabrication experience is highly desired.
* Ability to pass initial and future random drug and alcohol tests.
* Ability to report to the assigned workstation within 60 minutes of notification in all weather extremes.
* Must be a Certified MN Commercial Vehicle Safety Inspector or have the ability to be certified within 6 months of hire.
* Must possess and maintain a valid Class B driver's license and within 1 year of hire obtain and maintain a Class A driver's license with tanker endorsement.
* Must be Environmental Protection Agency (EPA) certified in section 609 Motor Vehicle Air Conditioning (MVAC) recycling and recharging of A/C systems or have the ability to be certified within 6 months of hire.

Job Description:
Winona County is accepting applications for this position until filled.

This position starts at $27.36 to $31.44 per hour depending on qualifications, with advancement up to $35.41 per hour.

Benefits include: 12 paid holidays, vacation, sick leave, comp time, summer hours, Health/Life Ins., PERA pension, clothing allowance, and tools are provided.

Characteristics of Class:
Under direction of the Fleet, Building and Grounds Superintendent, an employee in this class is responsible for maintenance and repair of all department vehicles, heavy equipment, and other machinery and accessories. Responsible for providing minimum down time, full performance, and safety of all equipment. Also responsible for fabricating special equipment and accessories, as necessary, to meet specific departmental needs.

Examples of Duties:

* Performs all gasoline and diesel engine repairs, overhauls, and replacements on all construction and maintenance machinery owned or rented by the County.
* Performs all maintenance on transmission, drive train, brake, steering, and suspension systems on all construction and maintenance machinery owned or rented by the County.
* Inspects and performs all maintenance and repairs on hydraulic systems to assure maximum operational performance and minimal fluid loss.
* Performs welding, fabrication, and installation of special equipment or components including truck boxes, sander, hitches, plows, etc.
* Performs engine diagnostics on equipment to determine the extent and nature of repair necessary.
* Installs and repairs electrical ignition to include removing and replacing wiring systems on all equipment as necessary.
* Inspects and evaluates annually each unit for safety (using Department of Transportation standards) and preventative maintenance. Identifies and repairs deficiencies.
* Discusses correct operating procedures, preventive and routine maintenance procedures, and safety considerations with operators and other department personnel.
* Tests each piece of equipment brought in for repair prior to returning the equipment to service.
* Diagnoses, repairs, and recharges air conditioning systems.
* Any other duties as assigned
