Responsibilities
This
position is located within the Dignitary Protection Division (DPD) of the
Protective Services Bureau (PSB). The Dignitary Protection Division is
responsible for carrying out protective functions and operations.
Supervisory Special Agent (DPD):
Provide protection of congressional leadership, including the coordination of security arrangements for domestic and international travel through advance security surveys and on-the-ground protection.
Provide personal security of Members of Congress and their families; visiting officials of foreign, Federal, state, and/or local governments, and other congressional visitors.
Provides supervision and instructions to Agents for the purpose of carrying out personal security to protectees, as well as provide protective coverage for congressional events such as congressional hearings and sessions, official functions, and other events identified by the respective Sergeant at Arms and/or Chief of Police. Monitor compliance with security requirements, procedures and protocols by assigned personnel, and evaluate effectiveness of operations.
Supervise assigned subordinates to include personal counseling, development, and mentoring; observation, communication and documentation of performance and conduct; taking appropriate commendation or corrective action; conducting and writing performance evaluations; scheduling appropriate and/or required training and development opportunities.
The results of this vacancy announcement selection process will be used to fill positions within the Dignitary Protection Division. More than one selection may be made from this vacancy announcement. The selection list for this vacancy announcement will be active for a period of 12 months from the date of approval of the selection memorandum. An applicant may request to be removed from consideration by sending a written request to the Office of Human Resources (OHR).
Must be a current USCP Officer below the rank of Lieutenant and attained the rank of Sergeant by the closing date of this announcement. Must be able to obtain and maintain a Top Secret/SCI security clearance. Must possess and maintain a valid driver's license. Must be able to obtain and maintain a government issued travel card. Must successfully complete the DPD Basic Agent Training Program (BATP), High Center of Gravity Armored Vehicle Training (HCGAV), and the DPD Field Training Program and other assigned trainings.

participate in Selection Process Phase III - Physical Abilities Test (PAT)
unless otherwise authorized by laws or regulations.

participate, and successfully complete all required training courses related to
this position as of the date of selection.
6. Must
be available to work flexible hours, rotating shifts and midnight assignments.
7. Must be able to travel on commercial, military and private airplanes,
boats, helicopters, trains, buses, and automobiles.
There is no education substitution for experience in this series and/or grade.

RETENTION CRITERIA: Must satisfactorily complete a one year probationary period upon being assigned to DPD. Must successfully pass a DPD Driver's Recertification Course. Must successfully pass a First Aid/AED/TCCC Recertification Course. Must maintain qualification on all trained weapon systems. Must maintain all other required certifications. Results of this selection process will be used to recommend candidates to the hiring manager who is the final selecting official. The OHR will conduct a disciplinary action review to determine if there are pending investigatory and/or disciplinary matters, which will be made known to the selecting official.

The following selection process will be used to further assess candidates who have met the initial eligibility factors. Candidates must qualify under each phase to be considered in subsequent phases. Phase I: Initial Qualification - The OHR will conduct an eligibility factor review as outlined in this vacancy. In consultation with the OHR, a review of all candidates' unscheduled leave and resumes will be conducted by an appointed assessment panel. Phase II: KSA Assessment - Knowledge, Skills and Abilities will be evaluated by an appointed assessment panel. Ability to lead law enforcement and security operations in a variety of environments in accordance with the practices, policies and laws in the National Capital Region, or in other geographic locations that require coordinating efforts with other law enforcement or security organizations. Ability to adapt a course of action when new information is unexpectedly presented. Ability to interact within a team or group to promote a professional goal oriented team environment. Ability to work independently with limited supervision. Phase III: DPD Physical Ability Test (PAT) - The DPD PAT will be conducted prior to a candidate continuing in the DPD selection process. A complete description of the DPD PAT is located under the "Next Steps" section of this vacancy announcement. The PAT date will be determined at a later time. Phase IV: Structured Interview - Candidates eligible for Phase IV will be scheduled for an oral interview. Prior to making his/her selection, the selecting official shall review any available Department documents, to include application documents and each candidates' complete career disciplinary record, results of selection process phases, and may, at their discretion, conduct interviews if necessary, with all recommended candidates. The selecting official may, at his/her discretion, not select a recommended candidate for reasons such as: 1. Substandard performance; 2. Serious sustained misconduct; and/or 3. Pending investigatory and/or disciplinary matters internally or externally. All aspects of the process are subject to the Department's legal review. All final recommendations are subject to final approval of the Chief of Police.

Applicants will be notified via internal USCP e-mail of their status at the conclusion of each phase of the selection process described in this vacancy announcement. DPD Physical Ability Test Instructions: All candidates are given the opportunity to stretch or warm up at least 15 minutes prior to the administration. Candidates are asked to wait in the MOCK SHOB Office (which is perpendicular to the start line). Once the course is set up, an administrator will walk all candidates through the course and explain exactly what they are expected to do prior to taking the actual PAT for their qualification score. During the walk through, the administrator will inform the candidates about errors that could cause them to re-take the test. The administrator will also "practice perfect" by telling candidates what they will be instructed to do at various points in the test. The administrator will remind candidates to tie their shoes tightly before they run the PAT. No additional time will be given to candidates who stop the course to retie their shoes. On the test date, the candidate will only be allowed to run the PAT once unless the candidate missed something within the course or made an error. If retesting is required, the candidate will be given a 5 minute rest period before retesting. Weather conditions are taken into account when determining whether to administer the test. Safety is always considered first. Qualifying time for the DPD PAT is: 1 minute 37 seconds. Candidates who fail the PAT will NOT continue in the DPD selection process.
