The Minnesota Public Employment Relations Board (PERB) processes public-sector unfair labor practices pursuant to the Public Employment Relations Act (PELRA). PERB is governed by three board members with three alternate members. The PERB was created by the state legislature in 2014 and has renewed jurisdiction as of July 1, 2023.

This position provides the PERB with legal assistance related to the processing of public sector unfair labor practice charges. The person in this position will learn about the factual investigation and legal evaluation of allegations of unfair labor practices and the operations of a state agency charged with processing unfair labor practice cases.

This is a temporary position designed to last during the summer or a law school academic semester. Hours will be based on need and scheduling.

Some of the job duties include:

· Conducting fact investigation and legal research

· Prepare memoranda summarizing evidence and allegations

· Conduct legal research on public sector unfair labor practices

· Prepare materials for review by the PERB Board

Minimum Qualifications

The successful candidate must be enrolled in an accredited law school and have completed at least one year of law school. You will be asked to complete an Education Verification form prior to appointment. Other minimum qualifications are and will be assessed at interview:

  • Knowledge of legal research, legal writing, and legal analysis.

  • Ability to work independently, with minimum supervision.

  • Ability to read, write, and professionally communicate in English.

  • Ability to review and analyze legal documents.

  • Ability to review statutes and legal precedents and collect and evaluate evidence for completeness in order to assess allegations.

  • Skills sufficient to create and modify documents and spreadsheets with high detail and accuracy using software such as Microsoft Office, Excel, and PowerPoint.

Preferred Qualifications

  • Prior experience or academic work related to labor law and administrative law.

  • Knowledge of or experience with Minnesota state government.
