Job Description:
Position Description
Provide Department-wide leadership on community engagement efforts, including special events and public meetings in the Civil Rights Department and manage all departmental grant activity.

Work Location
This position may be eligible for flexible work arrangements, including hybrid work with some days working remotely and some days working in the office.

Job Duties and Responsibilities
Coordinate Community Engagement programming and strategies - working with staff to identify and plan for ways to increase outreach and collaboration with all partners.
Manage Department initiatives that address specific areas of concerns; and initiate a response to enterprise wide initiatives as appropriate.
Assist the Director in managing priority initiatives and projects both internal and external to the Department.
Coordinate the Department's liaison activities between other departments and agencies concerning community engagement activities.
Manage communication strategies to educate and inform the public and other stakeholders about goals, policies and programs concerning community engagement activities.
Manage research on available grant opportunities and development of networks of contacts and information.
Provide day-to-day leadership and strategic planning for grant opportunities, including identification of grant opportunities, management of grants service agreements and best practices research.
Lead staff in community engagement efforts and represent the department to the public Participate in development and ongoing maintenance of department business plan and connect operations and measures to the business plan.
Represent department where assigned for enterprise initiatives, including intergovernmental relations projects, City Council Committees and outward-facing engagement opportunities.
Develop and oversee grant budgets, tracking expenditures, and ensuring that financial management practices adhere to both the city's policies and federal guidelines.
Maintain accurate and comprehensive records related to the grant, including financial records, progress reports, and any other documentation required for compliance and reporting purposes.
Establishing systems to monitor the progress of grant-funded projects, collecting data and preparing regular reports for both internal and external stakeholders. This may include financial reports, programmatic reports, and other documentation required by the granting agency.
Act as project manager for department projects and initiatives, including but not limited to meeting facilitation, major policy changes and implementations, and Identify partnerships and stakeholders with appropriate community connections.
Manage and monitor subrecipients to ensure they comply with the terms and conditions of the grant and meet performance expectations.
Support the division's preparation of the annual Department Budget.
Ensure data quality of our systems and enforcement activities while also enhancing our engagement efforts aimed both internally and externally.


Required Qualifications
MINIMUM EDUCATION
Bachelor's Degree in Political Science, Public or Business Administration or a closely related field or equivalent

MINIMUM EXPERIENCE
Four years of experience that includes experience working on public policy initiatives, community engagement, grants and experience working with enterprise-wide initiatives, departments, policymakers and outside stakeholders.

A submitted application is also used to verify the answers to any supplemental questions. Only those candidates who attain a passing score (70%) on each step in the selection process will be placed on the eligible list. The City of Minneapolis Human Resources Department reserves the right to limit the number in any phase of the selection process.

The City has determined that a criminal background check and/or qualifications check may be necessary for certain positions with this job title. Eligible List Statement
The names of applicants who meet minimum qualification and who pass the screening process shall be placed on the eligible list for employment consideration. This list will be certified to the hiring manager who may use the list to fill a vacancy of the same job title. This eligible list will expire one month after it has been established.

Interview Selection
The hiring authority reserves the right to determine the maximum number of candidates to interview from the established eligible list. If the hiring authority decides to interview other than by exam score order, they may select additional people to interview based on a candidate's education or experience related to the field, work history, or skills uniquely related to the operational needs of the position.

Knowledge, Skills and Abilities
One to three years of supervisory experience is desirable.
Strategic thinking skills and the ability to discern and identify strategies for workplace culture/employee engagement.
Strong oral and written communication skills, presentation skills, project management skills, and interpersonal skills.
Knowledge of the operations of City government and external stakeholders and partners impacting directly on community engagement.
Considerable knowledge of strategic planning, policy development, and performance measurement.
Financial acumen and strong project management skills.
Ability to implement communication plans that address multiple audiences.
Ability to move from plan to execution, including identifying needed resources.
Ability to translate policies, ordinances, etc. into civil rights context.
Knowledge of or ability to quickly understand and gain expertise in grant research tools - newsletters, web pages, national contacts and services bulletin board.
Knowledge of, and expertise in Grantor rules, regulations, guidelines and procedures (Federal, State, Metro, Private, etc).
Knowledge of computers and computer software.
Good project, and contract management skills.
Good staff management skills.
