Management Analysis & Development (MAD), a fee-for-service management consulting practice in Minnesota state government, is looking for experienced consultants to join our team. Consultant skills, experience, and interests span a spectrum of management consulting service areas. For practical purposes, our consulting engagements are grouped into two broad practice areas: 1) facilitation/organizational assessment and development projects and 2) analytical/program evaluation/research projects.

Job duties for consultants whose practice focuses on facilitation/organizational assessment and development include:

  • Work on solo or team projects to assess client organizations and identify, evaluate, and prioritize opportunities for improvement in management, organizational design or function, strategy, business processes and performance measurement, or service models.

  • Manage projects involving complexity, risk, little precedent, significant external interest, large teams, or broad impact.

  • Develop strong, positive relationships with current and prospective clients; market consulting services and develop cost estimates.

  • Tailor consulting processes, facilitations, and solutions to ensure their effectiveness in specific client environments.

  • Work with client staff and project participants individually and in groups to gather information, understand client organizations, and identify opportunities for improvement.

  • Coach and direct clients at the highest levels of management who have substantial technical expertise but need guidance in management, leadership, or interpersonal skills.

  • Provide informal leadership to the division‘s facilitation and organizational development consulting practice.

Job duties for consultants whose practice focuses on analytical/program evaluation/research include:

  • Work on solo or team projects to analyze client agency functions, strategy, operations, management, organization, business processes, or policy issues.

  • Design and conduct qualitative and basic quantitative (descriptive statistical) analysis.

  • Evaluate data from a variety of sources and on a variety of topics, and develop findings, conclusions, and recommendations.

  • Manage projects involving complexity, risk, little precedent, significant external interest, large teams, or broad impact.

  • Develop strong, positive relationships with current and prospective clients; market consulting services and develop cost estimates.

  • Tailor consulting processes, analyses, and solutions to ensure their effectiveness in specific client environments.

  • Work with client staff and project participants individually and in groups to gather information, understand client organizations, and identify opportunities for improvement.

  • Provide informal leadership to the division’s analytical, research, and program evaluation consulting practice.

Minimum Qualifications

To qualify for the facilitation/organizational development position, an applicant must possess:

  • At least five (5) years of professional or managerial experience facilitating complex collaboration, planning, organization development, or change efforts, using interactive group process techniques for problem identification and problem solving.

Note: A bachelor’s degree in a related field may substitute for two (2) years of experience. A master’s degree in a related field may substitute for three (3) years of experience. Examples of related degrees: organizational development, public policy, public administration, business administration, human resources management, social sciences, or liberal arts with organizational development or conflict resolution coursework.

To qualify for the analytical/program evaluation/research position, an applicant must possess:

  • At least five (5) years of professional or managerial analytical experience focused on research, analysis, or program evaluation. Work experience must include the ability to design and lead analytical research studies of complex organizational or policy problems.

Note: A bachelor’s degree in a related field may substitute for two (2) years of experience. A master’s degree in a related field may substitute for three (3) years of experience. Examples of related degrees: organizational development, public policy, public administration, business administration, human resources management, social sciences, or liberal arts with organizational development or conflict resolution coursework.

In addition to the above, successful candidates must have the following skills, knowledge, and abilities:

  • Working knowledge of state government policies, procedures, processes, laws and rules, and the administrative areas of government, such as employee relations, finance, and administrative services

  • Strong writing and speaking skills; excellent interpersonal skills

  • Strong listening skills

  • Strong administrative, organizational and project management skills, including time and priority management, sufficient to work on several projects simultaneously

  • Organizational savvy, with the ability to quickly understand a client agency’s systems, procedures, culture, overall operations, and complex organizational realities

  • Ability to develop highly effective working relationships with clients, colleagues, management, and appointees to high-level commissions engaged in the review of management issues and the development of public policy

  • Demonstrated ability to work in highly collaborative work teams

  • Working knowledge of diversity, equity, access, and inclusion, particularly as these issues relate to state government

  • For facilitation/organizational development consultants:

  • Expert and current knowledge of an array of facilitation, planning, and organizational development practices and techniques. Knowledge should include a broad understanding of organizational theory, function, and behavior, leadership models, and decision-making models.

  • Ability to design and lead large and small-scale engagements such as organizational analysis and design, strategic and operational planning, change management, stakeholder engagement, productivity improvement, and reorganization efforts.

  • For analytical/program evaluation/research consultants:

  • Thorough knowledge of an array of analytical techniques and quantitative and qualitative research methods (including conducting individual or small-group interviews)

  • Ability to integrate research and group process work into a complete product (report, oral and visual presentation) and present results of projects to high-level clients, legislators and stakeholders

Preferred Qualifications

  • Masters’ degree in a relevant field, such as organizational development, public policy, public administration, business administration, psychology or other social sciences, or human resources management.

  • Five (5) or more years of relevant professional or managerial experience beyond the minimum qualifications (ten years of relevant experience without a degree; eight years with a bachelor’s; six years with a master’s)

  • Experience working with diverse communities

  • Experience providing consulting services, particularly in a fee-for-service environment

  • Experience leading facilitation processes or collaborative teams in an online or hybrid in-person/online environment

  • For facilitation/organizational development consultants:

  • Experience with community or stakeholder engagement.

  • Experience facilitating advisory groups or task forces to produce recommendations on public sector challenges.

  • Knowledge of human resources trends, principles, and practices.

  • For analytical/program evaluation/research consultants:

  • Experience with, or aptitude to learn, different data file formats and analytical tools (such as SPSS, Dedoose, Excel, Tableau), downloading and utilizing datasets from websites (such as the US Census), and on-line survey administration (such as Qualtrics).

  • Strong data visualization skills.
