Job Description

Purpose

The Associate Director of Home Study and Post Release Services (HSPRS) in Washington DC, will provide programmatic oversight and compliance of the HSPRS program. The Associate Director will provide direct supervision of supervisors which provide supervision of caseworkers who provide Home Study and post-reunification support to unaccompanied children and their sponsors. The Associate Director identifies and implements best practices which create efficiencies and enhance service delivery. The Associate Director will connect the department to community resources which support the professional development of staff. The Associate Director ensures provision of trauma-informed, strengths-based services that support both the client and the overall staff wellness and program implementation. The Associate Director works collaboratively with the national HSPRS team to coordinate case acceptance, training and technical assistance, and submit reports, as needed.

This is a hybrid position, requiring 2-3 days in office minimum per week.

Responsibilities

* Oversee the implementation of social service, case management and integration programs for unaccompanied minors who are receiving Home Study and Post Release Services

* Provide supervision, coaching and guidance to Case Management Supervisors who oversee level one through three case managers

* Build strong community partnerships in the area of unaccompanied minor service provision, specifically with social service systems, agencies and providers

* Communicate a strong basis for evidence of staffing using reliable data.

* Provide technical oversight and support for establishment and maintenance of evidence-based practices, routine monitoring systems, presentation of findings and building related staff competencies

* Ensure the reporting and collection of accurate client outcome data

* Refine data and information collection methods

* Communicate the impact of proper data collection to the team

* Identify training and staffing patterns needed in collaboration with program managers

* Utilize project management tools to track and communicate program outcomes to external stakeholders

* Use data visualization and qualitative stories to demonstrate program impact to various audiences

* Ensure all personal identifiable information is held to the highest confidentiality standard.

* Manage and improve documentation and data quality systems, including online databases.

* Ensure efficient systems in place for program staff to collect and compile relevant and concise information for routine project reports and occasional special reports as required

* Collaborate with headquarters children's services working groups on outcomes and monitoring and evaluation.

* Collaborate with the Site Director to develop evidence-based logic models for future program growth and development

* Coordinate with Site Director to ensure timely and accurate program reports, including financial reports.

* Provide and track accurate office financial information to Office Director for office budget planning purposes.

* Identify Communicate clear expectations to program management staff, including: professional development, staff wellness and engagement, setting annual performance objectives, providing regular and timely positive and constructive performance feedback, and providing documented semi-annual performance reviews.

* Retain, understand and comply with cooperative agreement

* Supervise case management program in accordance with the cooperative agreements.

* Prepare Home Study and Post Release Service program staff for monitoring visits.

* Facilitate local community consultation meetings with the Office Director.

* Participate in regular meetings with stakeholders

Skills and Requirements

Qualifications

Education:

* Required Master's degree in social work, psychology, sociology, or other relevant behavioral science with five years of program administration experience.

Experience:

* Experience working with Unaccompanied Children is required.

* A preferred minimum of five years of prior supervisory experience and be licensed, or in the process of becoming licensed

* Prior experience in program administration, networking and building relationships across organizations or programs is required.

* Two years of clinical/direct service experience in any of the following areas: conducting home studies and writing assessment reports, working with children and youth, family reunification/preservation, and/or foster care/child welfare and previous work experience with foreign born youth is strongly preferred.

* Advanced skills in supporting service delivery to foreign-born populations strongly preferred

Skills:

* Strong leadership and program administration skills which are rooted in best practices, sustainability and building a strong culture of equity, justice and humanity in the workplace

* Ability to engage staff using a strengths-based framework

* Ability to support staff wellness and engagement, using analytical skills which measure staffing needs and best practices which support employee wellness

* Ability to read and write in Spanish and English strongly preferred

* Ability to establish trust and rapport with staff and community partners

* Ability to maintain calm and use sound judgment in high stress situations

* Ability to work in a multi-cultural environment required

* Ability to identify and implement efficient systems to track and analyze data and adjust plans to ensure performance.

* Strong communication skills to include writing, project planning, staff supervision and collaborating with partners

* Proficient in Microsoft Office applications.

* Organized and ability to work in a fast-paced, high-pressure environment.
