Job Description:
Otter Tail County is accepting applications for a Licensed Alcohol & Drug Counselor (LADC) Social Worker position.

This position will serve to expedite access to substance use disorder treatment for individuals served by both the Otter Tail County Human Services Department and the Otter Tail County Probation Department. The individual selected for the position will complete Comprehensive Use Assessments in community and correctional settings and work collaboratively with probation agents, treatment coordinators, and other professionals in the process of timely referral for individuals to recommended treatment settings. Additional assignments will include leading monthly consultation with treatment coordination staff to provide support and guidance related to substance use disorder treatment components of support to people served. The position will require the ability to establish collaborative relationships across multiple departments and the willingness to implement agency goals, policies, and procedures to provide optimal services to people served.

• Assess the need and eligibility for Substance Use Disorder services, voluntary and court ordered.
• Complete Comprehensive Substance Use Assessment, as outlined in state statute, for adolescents and adults.
• Determine and recommend the need for services and discuss assessment results with the person, identified family supports, and associated professionals (following applicable confidentiality laws and practices). Provide information of program/service options and process to access.
• Coordinate with the person, family, child protective services, involved agencies and professionals, and the courts to develop appropriate treatment and after care plans.
• Establish and maintain a working relationship with providers and resources that may be a referral source or working contact, development of public relations and early intervention activities.
• Consult with Treatment Court teams for DWI and Drug Court participants and may participate in Treatment Court team review and planning.
• Complete ongoing training and education, serving as a content area expert in matters related to Substance Use Disorder.
• Advocate and develop system changes and service development.
• Consult with program/team staff.
• Interpret rules/policy related to Substance Use Disorder and Comprehensive Assessments.
• Represent team, department or agency in community assignments and groups.
• Administrative tasks:
o Attend staff and supervisory meetings as scheduled.
o Attend conferences as scheduled or agreed upon with supervisor.
o Attend training as related to job responsibilities.
o Complete required documentation, agency time sheets, and employee records in a timely manner.
o Utilize SSIS as the case management system, including time documentation and case notes. Utilize the electronic document management system for case records, and other systems as applicable.
o Communicate schedule changes with supervisor.
o Utilize agency status board consistently to keep agency staff aware of availability.
o May assist with duties and responsibilities as outlined in the County Emergency Operations Plan and Continuity of Operations Plan.

This position is regularly scheduled to work 40 hours per week, Monday-Friday, 8:00-4:30 p.m. The 2024 starting salary for this position is $32.30 hourly, depending on qualifications, with career advancement to $51.23.

The selection process will include an online employment application and supplemental questionnaire. Semi-finalists will be invited to interview. Prior to hire, finalists will be required to pass a background investigation. A standard twelve month probationary period applies.

Please note: This position is considered a safety-sensitive position due to the essential job duties in accordance with Minn. Stat. §181.950, Subd. 13. Safety-sensitive employees are subject to pre-employment drug testing and random drug and alcohol testing. In addition, all employees are subject to drug and alcohol testing upon reasonable suspicion/cause, return-to-duty, follow-up, and post-accident.
