CACI has an excellent opportunity for an experienced, self-directed, Position, Navigation, and Timing (PNT) Action Officer supporting the Depart of Defense Chief Information Office Mission Support Service (CMSS) Contract at the Department of Defense located at the Pentagon, Washington DC. The Position, Navigation, and Timing Action Officer requires extensive experience developing policy and guidance for matters related to PNT and provide support for the following CIO responsibilities: Serves as the lead for PNT policy within the DoD and the DoD representative for all interagency, domestic, and international forums related to PNT. Develops and maintains the Federal Radio Navigation Plan. Provides policy, oversight, and guidance on PNT enterprise-wide architecture and requirements. Provides research and system engineering oversight and coordination for the various DoD GPS, PNT and Navwar development activities. Conducts comprehensive technical research and analysis in the area of Military GPS User Equipment Implementation and Guidance. Conducts special assessments and analyses of promising, emerging GPS, PNT and Navwar technologies for potential impacts to existing and future DoD PNT systems.

Typical duties include:

  • You will become a key member of the Pentagon's National Leadership Command Capabilities (NLCC) Management Office (NMO) assisting in establishing, revising and updating DOD PNT policy, affecting digital modernization of DoD PNT systems, and tracking of NLCC programs

  • Support the DoD CIO’s role as the Secretary of Defense’s principal staff assistant (PSA) for PNT policy, oversight, and guidance on PNT enterprise-wide architecture and requirements

  • Respond to requirements established and directed by the NMO Special Programs and Technical Integration Director

  • Work to ensure new and existing DoD PNT capabilities are secure, integrated, survivable, enduring, and available under all conditions

  • Attend high-level DoD, intergovernmental, and international community meetings providing professional judgment and NLCC expertise on behalf of the government customer

  • Prepare for and represent the DoD CIO C3 (NMO), as directed, during PNT-related working groups, EMBs, and Council Meetings

  • Work with NLCC staff drafting new policy documents, Congressional correspondence, GAO audit compliance, and CATMS responses ensuring proper formatting and gaining government concurrence on recommendations

  • Use your strong writing skills to draft senior-level correspondence, and quality control CATMS package responses

  • Serve as a subject matter expert for PNT policy within the NMO, act as the DoD representative during specified interagency, domestic, and international (allied) PNT related forums

  • Serve as the CIO’s representative to the broader civil, intergovernmental / interagency community with particular focus on the PNT aspects of Federal Aviation Administration (FAA) functions

  • Provide oversight of Foreign Military Sales exchanges involving the transfer of U.S. PNT equipment

  • Develop and maintains the Federal Radio Navigation Plan (FRP)

  • Oversee the DoD’s PNT systems upgrades to Military Grade User Equipment (MGUE)

  • Create and maintain the DoD CIO repository (PNT Roadmap) for tracking of priority military platforms and systems upgrades transitioning to M-Code use

  • Prepare input and provide revisions to the CIO annual Capability Planning Guidance (CPG)

  • Provide research and system engineering oversight of, and coordination with the various DoD GPS, PNT and NAVWAR development activities

  • Maintain awareness of and liaison with commercial vendors involved in production of PNT systems

  • Prepare CIO issue papers for inclusion in the annual Presidents Budget/Program Objective Memorandum cycles to acquire PNT program funding

  • Conduct comprehensive technical research and analysis in the area of Military GPS User Equipment

  • Implementation and Guidance Conduct special assessments and analyses of emerging GPS, PNT, and NAVWAR technologies for potential impacts to existing and future DoD PNT systems

  • Perform administrative oversight and records keeping for organic PNT related Working Groups

  • Develop and update briefings, information papers, and required reporting focused on PNT enhancement

  • Perform analysis of key infrastructure and mission critical systems to determine the needs for ensured PNT capabilities across DoD and make recommendations on targeted resource placement

  • As directed, attend PNT related events relevant to the larger DoD and civil communities with equities in PNT

  • Conduct mission related travel, on order, to attend out of area meetings, conferences, seminars, and consortiums related to PNT, as directed by the NMO Special Programs and Technical Integration Director

  • Conduct necessary coordination with other inter-governmental agencies in direct support of DoD PNT efforts - Specifically: the U.S. Navy Observatory (USNO), Defense information Systems Agency (DISA), Combatant Commands, Services, University Affiliated Research Centers and Federally Funded Research and Development Centers (UARC/FFRDCs), commercial industry partners, other elements of DoD CIO, the intelligence community, and the Joint Staff, and GPS/PNT focused agencies,

  • Research, analyze, evaluate and provide recommendations for design, architecture, interoperability standards, capability development, and sustainment of critical PNT resources for National Leadership Command Capabilities

  • Conduct continuous professional development, training, and education to build and improve knowledge of PNT systems capabilities to better support the DoD CIO C3/NMO mission

  • Maintain situational awareness of open source and classified reporting on events and developments impacting PNT capabilities

  • Support other NMO-related missions and tasks with PNT equities, as directed, including improvement of: Senior Leader fixed and mobile Communications (SLCS); ground, air, space NLCC and NC3 infrastructure, facilities and platforms; Crypto modernization; Cyberspace; Engineering for Information Systems and Software intensive systems, including architecture of systems and human factors engineering; Secretariat support for CONLC3S, NWC, WGs; COOP/COG/MAMP, NSS and interagency coordination; PBR Focus Team Guidance for potential NLCC issue nominations; TORs, CONOPS, and Charters; and supporting development of secure systems requirements

  • Perform directed administrative tasks in support of office operations, including Information technology work order submissions, preparing meeting materials and meeting spaces (including virtual meeting spaces), managing calendars, visitor security clearance verification, escorting visitors, new personnel in-processing support, and office up-keep support

Requirement :

  • Active TS/SCI security clearance

  • Bachelor's degree or equivalent and 5 years of relevant PNT and National Leadership Command Capability related work experience

  • Demonstrate strong writing skills in order to provide finished briefing products, fully developed correspondence packages and policy document reviews and recommendations.

  • The selected candidate should be familiar with the National Capital Region (NCR) and be knowledgeable of DOD (services, components, COCOMs, etc.) and the various players who are stakeholders in the Senior leader communications mission domains and with U.S. PNT stakeholders.

  • Possess strong working knowledge of Pentagon processes and offices.

  • Have strong technical expertise and skills using MS Office products (word, excel, teams etc.)

  • Possess working knowledge of CATMS/TMT – the DoD tasking systems.

  • Understand and operate Video Telecommunications (VTC) equipment.

  • Demonstrate the ability to work productively with diverse organizations across the DoD, civil government agencies, other branches of government, and international representatives and agencies.

  • Four or more years of experience in an RF related position.

  • TS/SCI clearance

Certification Requirements:

  • Applicable DOD 8570 compliance

The proposed salary range for this position is:

$78,700 - $165,300
