Field Construction Manager (FCM)

The Field Construction Manager (FCM) typically reports to the overall Project Manager (PM) and Construction Manager (CM). On behalf of the owner/client, the FCM coordinates, manages, and supervises all construction and on-site civil, electrical, and mechanical work.

The FCM coordinates with the construction contractor, vendors, PM, and CM to ensure that the project stays within the planned scope, schedule, and budget constraints.

Essential Functions & Responsibilities:

  • Maintain daily control of the project site, including site access, security, notifications, site walk-downs, and status reporting.
  • Review and understand the project drawings and contracts and make recommendations regarding, safety, constructability, and risk mitigation.
  • Through daily, weekly, and monthly meetings and reports, keep all stakeholders up to date on the project’s status
  • Identify any deviations from the planned scope, schedule, or budget and initiate corrective measures to get/keep projects on track.
  • Identify resources, materials, and equipment necessary to complete projects, and ensure that they are available as needed.
  • Maintain oversight of the procurement, receiving, storage, and issuing of owner/client-provided materials and equipment.
  • Attend all site safety, environmental, and quality meetings. Maintain oversite on all Safety, environmental, and quality concerns and initiate corrective actions when needed.
  • Review contractor invoices, schedules, change requests, and RFIs.
  • Actively participate in the quality control process including test plan reviews, testing & commissioning results, design change requests and notices, drawing markups, and document controls.
  • Through daily site inspections, ensure that the work in progress conforms to all safety, quality, and design specifications, as well as adhering to the planned schedule.
  • Facilitate resolving construction problems, discrepancies, procedures, and methods by working with engineering personnel, inspectors, contractors, and suppliers.
  • Actively manage the Change Order process to reduce or eliminate claims submitted by Construction Contractors which relate to additional payments, schedule adjustments, or other modifications to the Project. Review the legitimacy of any claims, and provide recommendations to the PM and CM.
  • Conduct pre and post-energization inspections and documentation
  • Conduct final material reconciliation with owner/client and contractor-supplied material.
  • Capable of performing switching and tagging operations
  • Provide storm restoration support and all other duties as assigned.
  • Attend or carry out a daily briefing with all parties on site before starting work.
  • Participate in the process. Identify any opportunities for improvement and provide feedback to the originator.
  • Provide Owner/client-specific safety and environmental (S&E) orientation to new arrivals to the site.
  • Provide daily S&E reviews and weekly written S&E inspection reports.
  • Initiate and follow up on any preventative/corrective measures required.
  • Ensure that any accident, incident, near miss, injury, spill, or environmental discharge, is reported and investigated.
  • Perform, document, and record weekly audits and inspections of the Contractor’s documentation and worksite conditions

Minimum Qualifications:

  • Must be 18 years of age or older.
  • General knowledge of electric line work and/or substation construction and electrical theory.
  • Previous experience creating switching and tagging procedures
  • General knowledge of applicable environmental regulations governing construction such as stormwater pollution prevention, wetlands, stream crossing, and spill response for projects requiring environmental permits or compliance.
  • Basic knowledge of industry codes governing the electric industry including NEC, NESC, and OSHA.

Education & Experience

  • Directly related experience in the Construction and Maintenance of Substation Facilities or Transmission/Distribution Systems is necessary:
  • Four-year degree in a related field and 5 years of field experience, or
  • Two-year degree in a related field and 8 years of field experience, or
  • Ten or more years of related experience in Construction and Maintenance of electrical Transmission and Distribution Systems, or Construction and Maintenance of Substation Facilities.

License & Certifications:

  • Driver License Required.
  • First Aid/AED required.
  • OSHA 10 and 30 required.
