For Full Performance:
* Knowledge of the laws and regulations pertaining to child support, childcare, medical support and public assistance programs.
* Knowledge of the legal process including the expedited process form.

For Pre-Employment:
* An Associate of Arts in Criminal Justice, Law Enforcement, Paralegal, Social Work, Psychology, Human Services, or Business Administration or completion of a technical or community college child support AAS or diploma program.
OR
* A high school diploma, or equivalent, AND one of the following:
* Two years of experience as a Support Enforcement Aide or Collections Officer with responsibility for carrying out a part of child support collections and/or collection of fees.
OR
* Three years experience in work related to child support collections in a county social services agency (e.g., providing clerical or other support services to the child support and collections unit).
OR
* Three years experience as a Financial Worker or the equivalent in a public human services agency.
OR
* Four years of experience in collections work outside of a county social services setting.
OR
* May substitute experience for education and education for experience in order to meet the qualifications.

This position starts at $27.30/hour (DOQ) with advancement up to $36.15/hour.

Characteristics of Class:
Under general supervision of Child Support Supervisor or Health and Human Services Director, employees in this class perform paralegal functions related to expedited and judicial hearings, court referrals and judgment actions, and establish and enforce child support orders for public assistance and non-public assistance clients; aid in the location of absent parents; interview mothers and alleged father(s) to establish paternity; explain rights and obligations and negotiate settlements; work closely with county attorneys, judges, child support magistrates, court administrators, local attorneys, income maintenance and social service staff, employers, child support staff from other states, and a variety of other resource personnel; testify in court proceedings; and maintain all necessary case and legal documentation.

Supervisory Controls:
The employee performs the duties of the position consistent with the policies of the Health and Human Services Department and other relevant statutory and regulatory requirements.

Examples of Duties:

* Initiates necessary legal action to establish paternity, court ordered child support and/or reimbursement, childcare, medical support, or to enforce an existing support order.
* Interviews custodial and non-custodial parents to obtain case information, employment status and to determine their ability to pay child support. Compiles information regarding income and assets and makes recommendations for the amount of child support, medical support, and childcare support to the parents, attorneys and the court.
* Enters data into child support system.
* Enters/updates financial data for charges/credits to the accounts when a court order is established or modified.
* Prepares legal documents, including preparation of proposed orders, for review by the County Attorney. Works with the County Attorney’s office in providing information from case records or payments of the non-custodial parent and his/her ability to pay support.
* Testifies in expedited hearings or District Court and provides financial information regarding the custodial and non-custodial parent and current case status information.
* Monitors cases for compliance with court orders and implements appropriate administrative enforcement remedies when necessary such as income withholdings, medical support withholding, state and federal income tax refund intercepts, drivers' license suspension, passport denials, cost-of-living adjustments, and liens.
* Negotiates out-of-court child support related settlements for approval by the appropriate authority.
* Initiates interstate actions to other jurisdictions to establish, enforce, or modify court orders for support when the non-custodial parent resides in another state.
* Responds to written and phone inquiries about the child support program from employers, attorneys, custodial, and non-custodial parents, and any other inquiring party.
* Contacts custodial parents who have received overpayments and sets up a recovery payment plan and monitors compliance. Completes Excel worksheets when either parent has a concern about the accuracy of the account.
* Makes referrals to financial unit, social service unit, legal services, etc. as appropriate.
* Participates in appeals hearings on disputed cases and provides necessary facts and documentation.
* Any other duties as assigned.
