License Requirement:
Must possess and maintain a valid Minnesota driver's license or equivalent for the Laborer II - Streets position. Applicants who do not possess a valid Minnesota driver's license or equivalent may be considered for the Laborer I - Streets position.

Knowledge Requirements:
A. Knowledge of hand tools associated with street and traffic maintenance work.
B. Knowledge of traffic control devices is beneficial.
C. Basic knowledge of general safety practices and procedures.

Skill Requirements:
A. Skill in safe use of required tools and maintenance equipment.

Physical Ability Requirements:

G. Ability to lift and carry equipment and materials weighing up to 50 pounds, such as tools and maintenance machinery, and to occasionally lift and carry, with assistance, materials such as paint barrels, cones, and barricades weighing up to 100 pounds.

About this Position
Temporary Street Maintenance positions offer full-time employment (40 hours/week) beginning mid-May and continuing through mid-August (max. 67 working days). The regular work schedule will be Monday-Friday, 7:00 a.m. to 3:30 p.m. (30-minute lunch).

Keeping city streets in good repair is a challenge because of the extremes of Minnesota weather, especially the freeze-thaw cycles during winter. The Street Maintenance Division is responsible for maintaining Duluth streets within the city. Primary maintenance activities include:
Crack filling
Gravel roads maintenance
Pothole patching
Right of Way (ROW) weed control, fencing, mowing
Roadside debris removal
Sidewalk repair and maintenance
Snow and ice control
Special events support
Street line painting and markings
Street sweeping
Traffic control
Traffic sign management, installation and maintenance


Summary/Purpose
Street Maintenance temporary employees perform manual, unskilled, and semi-skilled maintenance work for the City's street systems.

Duties may include work in the following areas but are not limited to just one:

Asphalt Maintenance:
Perform pothole patching in live traffic along with other asphalt repairs on City streets and avenues. This may include the operation of a hand blower and an asphalt hand roller.

Crack Sealing and Mastic Operations:
Duties include setting up traffic control and lane closures, applying joint sealing material to the roadway, and loading and unloading the supply's trucks.

Traffic Painting Maintenance:
Duties may include setting up and taking down traffic control for long line painting, legends, crosswalks, and other street painting that may be needed.

Sign Maintenance:
Assisting in the replacement, installation, and maintenance of the traffic signs throughout the City. This may include the use of hand and power tools, ladders, and traffic control devices.

Road/Project Construction:
Duties may include mixing or pouring concrete, using shovels to expose potential hazards, and any other duties needed during construction.

Complaint Response:
Consists of the repair of plow damage, blight clean-up, storm damage clean-up, and other duties delegated by leadership staff.

Facility Maintenance:
Assist in the daily cleanup of shop areas, restrooms, common meeting rooms and other Street Maintenance buildings. Duties include general cleaning, restocking, and litter removal.
Essential Duties & Responsibilities (other duties may be assigned)
ESSENTIAL DUTIES AND RESPONSIBILITIES (other duties may be assigned)
1. Work on a paving crew, adjusting iron, working behind paver raking and learning how to do asphalt.
2. Assist in repair of the City streets including asphalt patching, tacking, asphalt prep work, etc.
3. Assist with loading and unloading materials such as dirt, asphalt, concrete, sandbags, and sign materials.
4. Storm outfall maintenance.
5. Fabricate and install street signs.
6. Assist in traffic control set-up.
7. Perform various traffic maintenance duties such as street painting.
8. Remove litter from roads, sidewalks, and public spaces.
9. Clean and maintain vehicles and shop areas.
10. Landscape work as required.
11. Other duties may be assigned.
