In the 2023 legislative session, the Governor’s Office, Minnesota legislature, and leaders for children and families worked in partnership to pass legislation establishing the Department of Children, Youth, and Families (DCYF) to create a sustainable, public face for children’s issues in state government. This new cabinet-level agency brings together programs centered on children and families, including child care and early learning, child support, child safety and permanency, economic support and food assistance, and youth opportunity. This position will become a part of DCYF.

As a Continuous Quality Improvement (CQI) Consultant, you will participate in the design, development, implementation and coordination of activities, functions, operations and processes and procedures of the state’s child welfare Continuous Quality Improvement program. This position will focus on review of child fatality and near fatality cases.

The CQI Consultant plays a significant role in advancing/improving child welfare practices according to current best practice/research; and in ensuring alignment with the child welfare practice model, state and federal child welfare policy, and Division priorities through the Continuous Quality Improvement process. The CQI Consultant will work closely with county and tribal agency directors, staff, and community partners in carrying out primary responsibilities and achieving improved performance on state and federal performance indicators. Responsibilities include:

  • Provide consultation, CQI training, conducts CQI review learning processes across the state.

  • Design, develop and implement models and products for CQI for child welfare practice and performance in Minnesota.

Minimum Qualifications

Three (3) years of professional experience in Social Services or Public Welfare Systems. At least 2 of these years of experience must be working in a children’s services program area (e.g., child protection, children’s mental health, child welfare, foster care, adoption, etc.).

Experience must demonstrate the following:

  • Knowledge of child welfare, child protection and foster care programs and standards.

  • Experience in strategic planning for Continuous Quality Improvement programs.

  • Knowledge of Federal and State Statutes, rules and regulations.

  • Communication skills in oral presentations and formal writing for contributing to presentations, informational literature and reports, and editing the work of other professional staff.

Preferred Qualifications

  • Knowledge of best practices in Continuous Quality Improvement and skills to apply best practices to the Continuous Quality Improvement work in Minnesota.

  • Variety of experiences working effectively with others from different backgrounds and cultures.
